Technical/Project Officer
Institute of Himalayan Risk Reduction (IHRR) is an organization established with an objective to assess and understand the risk to contribute to sustainability. Complying with the Sendai Framework for Disaster Risk Reduction(SFDRR), IHRR envisions to understand the risk and application of interdisciplinary knowledge with Science, Engineering, Technology and Innovation to contribute for risk reduction and bridging of academic research with professionals and policymakers for sustainability. The team consists of professionals with expertise and experiences in the field of disaster risk management in understanding the risk, conducting academic research, and field-level implementations in Nepal and different parts of the world.
Details / requirements:
1. Position Overview

The Technical/Project Officer will provide technical, field and coordination support for the implementation of project activities related to digital information management, disaster assessment, GIS and spatial information, field data collection, coordination, evidence generation and recovery planning.
The Officer will work closely with IHRR's technical team, local implementing partners, local governments, government agencies, humanitarian organizations and affected communities to ensure that project-generated information is accurate, timely, accessible and effectively used for decision-making.
3. Key Responsibilities
A. Project Implementation and Field Coordination- Support day-to-day implementation of project activities in assigned municipalities, districts and field locations.
- Coordinate closely with IHRR, local implementing partners, municipalities, district-level agencies and relevant stakeholders.
- Support planning and implementation of field assessments, consultations, workshops, meetings and capacity-building activities.
- Maintain regular communication with local authorities, affected communities and project stakeholders.
- Monitor project activities and ensure that field implementation follows approved workplans, methodologies and timelines.
- Identify implementation challenges and communicate them promptly to the Project Coordinator.
- Support the design and deployment of digital data collection tools and field assessment methodologies.
- Conduct and supervise field-based data collection using mobile and digital platforms.
- Support collection of information related to:
- affected population and settlements;
- damaged houses and infrastructure;
- roads, bridges and transportation networks;
- public facilities and critical infrastructure;
- livelihoods and essential services;
- humanitarian assistance and recovery needs;
- hazard exposure and residual risks.
- Ensure completeness, consistency and quality of data collected from field teams.
- Support cleaning, validation, organization and maintenance of project databases.
- Maintain appropriate documentation, metadata and data-management records.
- Collect and organize geographic information from field assessments, government agencies, UAV/drone surveys, satellite imagery and other available sources.
- Support preparation and updating of GIS databases and spatial datasets.
- Assist in mapping disaster impacts, damaged infrastructure, affected settlements, access constraints, hazard areas and recovery interventions.
- Support preparation of maps, dashboards and other visual information products for decision-makers.
- Undertake basic spatial analysis and geographic verification of field information.
- Coordinate with IHRR's GIS, remote sensing and technical teams for advanced analysis where required.
- Participate in rapid assessments, detailed damage assessments and recovery-related field studies.
- Document observed disaster impacts and emerging recovery needs.
- Support collection of quantitative and qualitative evidence from affected communities and institutions.
- Conduct key informant interviews, stakeholder consultations and field observations as required.
- Support identification and documentation of residual and emerging risks affecting recovery activities.
- Contribute to technical briefs, situation updates, assessment reports, case studies and project reports.
- Assist in transforming field information and technical data into practical information products.
- Prepare summaries, charts, tables, maps, dashboards, photographs and field documentation.
- Support preparation of periodic situation reports and recovery information products.
- Contribute evidence for local government and stakeholder decision-making related to response, recovery and reconstruction.
- Support documentation of lessons learned regarding the application of digital technologies and information management during the disaster response and recovery process.
- Coordinate with municipalities, District Administration Offices, security agencies, sectoral offices and other relevant government institutions as required.
- Support engagement with humanitarian and development partners working in affected areas.
- Participate in coordination meetings and provide project-related technical information when requested.
- Facilitate information exchange between field teams, local authorities and IHRR's central technical team.
- Support harmonization of project-generated information with existing government data and disaster information-management systems wherever possible.
- Maintain respectful and regular communication with disaster-affected communities.
- Facilitate community consultations and participatory assessments.
- Ensure that local knowledge and community observations are appropriately incorporated into project information products.
- Support inclusive participation of women, persons with disabilities, older persons, marginalized communities and other vulnerable groups.
- Ensure ethical handling of sensitive community and household-level information.
- Maintain activity records, field notes, attendance sheets, photographs and supporting documentation.
- Prepare daily/weekly field updates and monthly progress reports as required.
- Maintain proper electronic filing and project documentation.
- Track assigned project activities against agreed workplans and indicators.
- Support preparation of donor reports and technical deliverables.
- Document good practices, challenges, lessons learned and recommendations.
- Support emergency field deployment whenever required by the project.
- Assist IHRR and local partners during technical meetings, workshops and field missions.
- Perform other relevant technical and project-management responsibilities assigned by the Project Coordinator or IHRR management.
The Technical/Project Officer will contribute to the following outputs:
- Regular field implementation and monitoring updates;
- Verified digital datasets from project locations;
- Updated records of affected settlements, infrastructure and recovery interventions;
- GIS layers and field-verified spatial information;
- Maps and visualization products;
- Field assessment reports and technical documentation;
- Stakeholder and community consultation records;
- Periodic situation and progress reports;
- Documentation of response and recovery practices;
- Contributions to project knowledge products, case studies and lessons learned;
- Complete and organized project data and documentation at project closure.
Education: Bachelor's degree in one or more of the following fields Civil Engineering; Disaster Risk Management; Geomatics / Survey Engineering; Geography; Environmental Science or Engineering; Information Technology; Data Science; Rural Development; Development Studies; Social Sciences; or any other relevant discipline.
Candidates with postgraduate qualifications in a relevant discipline will be considered an advantage
Experience:
- Minimum 1–3 years of relevant professional experience in disaster risk reduction, humanitarian response, field research, development projects, GIS, data management or related fields.
- Experience working in disaster-affected or remote field locations is highly desirable.
- Previous experience in flood, landslide, debris-flow or other disaster response and recovery activities will be an advantage.
- Experience coordinating with municipalities, government agencies, NGOs, humanitarian organizations or communities is desirable.
- Experience with digital field-data collection platforms such as KoboToolbox, ODK or similar systems will be an advantage.
- Experience with GIS software such as QGIS or ArcGIS will be considered an advantage.
The successful candidate should demonstrate:
- Strong field coordination and communication skills;
- Ability to collect, organize and analyze field information systematically;
- Basic understanding of disaster response, recovery and disaster risk management;
- Good computer skills, particularly MS Word, Excel and PowerPoint;
- Ability to work with digital data-collection platforms;
- Basic GIS and mapping skills are highly desirable;
- Ability to prepare concise technical and field reports;
- Strong organizational and documentation skills;
- Ability to work independently as well as within multidisciplinary teams;
- Ability to work under pressure and in rapidly changing field environments;
- Willingness to travel frequently and work in remote and disaster-affected locations;
- Strong interpersonal skills and ability to engage respectfully with communities and government stakeholders;
- High level of integrity and professional responsibility.
- Excellent working knowledge of Nepali is required.
- Good written and spoken English is required.
- Knowledge of local langugae spoken in project areas will be an additional advantage.
The positions will be based across:
The selected candidates must be willing to undertake frequent field travel within Rasuwa, Nuwakot, Dhading and other project locations as required.
Depending on operational requirements, staff may be temporarily deployed to other project locations.
Priority will be given to qualified candidates who are local residents of, or have strong familiarity with, the respective duty station and surrounding project areas, particularly Rasuwa, Nuwakot and Dhading.
The Technical/Project Officer will report directly to the designated Project Coordinator/Project Lead at IHRR and will work closely with IHRR technical specialists; GIS and information-management personnel; Local implementing partners; Municipal and district authorities; Government technical agencies; Community representatives; and DCA/NetHope project stakeholders, as appropriate.
The assignment will be for the duration specified in the employment contract, with continuation subject to project requirements, satisfactory performance and availability of project funding.
