Handicap International Federation (HI) is an independent and impartial aid organization, created in 1982, working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Present in Nepal since 2000, HI works through a network of local partner organizations in the area of health and physical rehabilitation, inclusive education and resilience including emergency response to improve the living conditions and involvement of the most vulnerable populations in Nepal. 

ECHO HIP project is an anticipatory project developed with aim of transforming earthquake and urban preparedness and response in targeted provinces and urban municipalities of western Nepal. The proposed action builds on the past interventions proven impactful, effective, and relevant in the previous programme focusing on earthquake preparedness, while taking a multi-hazard approach, covering mental health and psychosocial issues, landslide, fire, and the collateral hazards and emerging risks namely heat and cold waves. The proposed actions of the project also aim at addressing specific needs of vulnerable groups especially women, children, persons with disabilities, slum dwellers, and senior citizens.

Thus, HI Nepal invites applications from the qualified and interested candidates for above mentioned anticipatory project for the following position:

1. Technical Officer - Disability & Inclusion - 3 Positions

Terms & Conditions: Fixed term contract (Contingent upon successful acquisition of Grant)

Location: Birendranagar, Dhangadhi and Nepalgunj

Key Responsibilities: 

  • Providing guidance and technical support to projects in accordance with the technical frameworks and general standards of his/her sectoral scope
  • Capacity building of the consortium partners and field teams on ley technical approaches related to disability rights and disability inclusive programming across the project cycle
  • Provide oversight and guidance to the project implementation consortium partners to ensure that the project components are technically sound, implementation methods are consistent with national and global policies, strategies, acknowledged good practice of disability inclusion policies
  • Contribute towards the creation of an organizational learning culture that promotes the use of disability disaggregated data, evidence and analysis and understands its link to quality and accountable programming.
  • Contribute to strengthening the use of inclusive programme principles and good practice across themes and sectors.
  • Support provincial and district level advocacy on the disability rights
  • Wherever possible, the position will need to participate in provincial level inclusion technical working group
  • Submit periodic report on the implementation of project activities to Project Manager
  • Provide advice and guidance on inclusion aspects related to Persons with disabilities to internal and external interlocutors; ensure right based issues, legal assistance, and accessible aspects of persons with disabilities in consultations and advocacy with authorities, protection actors and concerned people.
  • Ensure HI visibility and branding in the implementation of the activities and different forums and platforms.
  • Represent HI in district and local stakeholder meetings
  • Contribute to the writing of new proposals for new opportunities within its technical scope

Qualification and Skills:

  • Minimum Bachelor’s Degree in Social Science, Development Studies or related field with at least 3 years of relevant experience in similar role 
  • Experience of working with representative organizations of persons with disabilities (OPDs)
  • Strong understanding of the Disability Rights sector, policy priorities and the situation for adults and children with disabilities in Nepal.
  • Understanding of the Convention on the Rights of Persons with Disabilities (CRPD) would be an added advantage
  • Experience of supporting humanitarian preparedness, response, and recovery to ensure disability inclusion across sectors and phases.
  • Strong communication, coordination and interpersonal skills
