Project Background

USAID’s Tayar Nepal – Improved Disaster Risk Management Project is a five-year project funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC (DAI) since 2019 to strengthen the capacity of Nepal’s national and municipal institutions responsible for disaster risk reduction, preparedness, and response.  Tayar Nepal implements a two-pronged (Stronger Systems + Safer Settlements) approach that strengthens institutions and capacities at the national and local levels to strengthen Nepal’s resilience to natural & non-natural disasters. USAID’s Tayar Nepal seeks applications for the following position.

Summary of Primary Duties

The Senior Compliance Officer will assist Tayar Nepal in the reviewing the backup documents as internal audit for the close out documentation and support the team as required. The Senior Compliance Officer will adhere to DAI policies, procedures, internal control and USAID rules and regulations.

Responsibilities and Key Tasks

The Senior Compliance Officer is responsible for the following tasks:

  • Conduct reviews of backup documentation to ensure completeness, accuracy, and full compliance with all regulations and the Field Operations Manual (FOM) with tracker for close out. 
  • Carry out internal audit of HR and Finance documents.
  • Ensure all required backup documentation is uploaded to DAI file management system according. 
  • Provide support and guidance to Tayar Nepal staff, to ensure procedures are compliant and adhere to the terms established in the Contract, USAID regulations, and the Tayar Nepal Field Operations Manual if required.
  • Compile detail on VAT transaction, refund and prepare report on VAT amount.
  • Supports disposition of project property to beneficiaries in-line with USAID approved disposition plan.
  • Responsible for labeling, numbering, and shipping of project files back to the DAI Home Office.
  • Supports operations team in the smooth closedown of Kathmandu and field offices. 
  • Assists and collaborate in external or internal audits as necessary.
  • Other duties as assigned by the supervisor.

Qualifications

  • Bachelor’s degree required, degree in finance/business or related field preferred.
  • A minimum of 6 years/master’s degree or 10 years/ bachelor’s degree of relevant experience, including at least 4 years of work experience in auditing, or related area.
  • Familiarity with USAID rules and regulations a bonus.
  • Ability to work within deadlines.
  • Skilled in strategic thinking and planning.
  • Strong communication skills both written and oral in English and Nepali.

Location, LOE and Reporting

The Senior Compliance Officer will be based in Kathmandu, Nepal, will work under the direct supervision of the Director of Finance and Administration.  The Level of Effort for the position is approximately 120 days (5.5 months) starting on/about June 15 to November 30, 2024.
