1. Introduction

The Local Adaptation to Climate Change (LACC) Project, in accordance with the Public Procurement Act, 2063 (2007) and Public Procurement Regulations, 2064 (2007) of Nepal, invites sealed bids from eligible and qualified suppliers for the supply and delivery of office laptops as per the specifications provided below. This procurement is part of LACC’s initiative to enhance operational capacity in remote and climate-sensitive regions of Nepal, ensuring efficient communication and coordination for climate resilience activities. 

2. Bid Submission Details:

Bid Submission Deadline: 21 December 2025, 17:00 hours

Bid Opening Date: 22 December 2025, 10:00 hours

Submission Address: Sealed envelope hard copies must be submitted either to LACC Project office in Surkhet OR DMI office in Kathmandu. Addresses are as follows:

3. Items and Technical Specifications (below minimum requirements or equivalent are accepted) 

4. Delivery Requirements for the laptops: 

- Delivery Location: Local Adaption to Climate Change (LACC) Project, Simtali Chowk, Birendranagar Surkhet, Karnali Province, Nepal

- Delivery timeline: 2 weeks from purchase order issued. 

5. Eligibility & Bid Requirements:

- Interested bidders must submit:

I. Quotation with Price per unit, total cost, charges if any, details specification, warranty, delivery time, catalogue, delivery charges, taxes, etc.)

II. Company Registration, VAT/PAN & latest Tax Clearance Certificate.

III. Experience (Proof of similar supply contracts)

6. Evaluation Criteria: - Lowest price technically acceptable.

7. General Terms & Conditions:

- The LACC Project reserves the right to accept or reject wholly or partially any or all bids without explanation.

- Payment terms: Within 2 weeks of delivery.

-Bidders must comply with all applicable laws and regulations of Nepal.
