‘Developing Five-Year Strategic Plan for Social Welfare Association of Nepal (SWAN)’

 

1.           1Introduction

SWAN is an NGO registered with the Government of Nepal and has been igniting hope in the lives of rural women and children of Nepal since 1994. SWAN helps people achieve self-sustainability through all-around education, healthcare and resilient livelihood alternatives. As a development and humanitarian organization, its work focuses on needy children, disadvantaged women and marginalised communities, mostly in seven districts of Nepal: Baglung, Parbat, Sindhupalchok, Nuwakot, Udayapur and Gorkha, and Humla. Also, SWAN extended its projects beyond the regular working pattern during the crisis times like Nepal earthquake 2015 and COVID-19.

SWAN is planning to develop five-year (2022-2023) strategic plan in line with the SWAN's vision and mission. Therefore, SWAN is seeking for individuals/organizations to provide consultancy service to assist in development of SWAN's Strategic Plan under the following Terms of References.

 

2. Objectives:

The objectives of this assignment is to develop five –year (2022-2026) strategic plan for SWAN.

 

3. Scope of work:

 

-Development of Strategic Planning guidelines and framework in align with SWAN's vision and mission.

-Inception meeting with SWAN team to review the Strategic Planning guidelines. Based on -the meeting, consultant will prepare an inception report outlining the key steps, specific deliverables and timelines agreed upon for the Strategic Planning Development process.

-Review and analysis of existing documents, past Strategic Planning document, key project documents, and relevant publications.

-Develop and identify significant thematic areas and places where we work, leverage partnership, prepare financial strategies, and fundraising.

-Appraisal of SWAN organizational capacity and practice, system set-up, and develop strategic plan in order to enhance organizational capacity to achieve strategic objectives.

-Through a consultative process and application of an appropriate tool of analysis, the consultant will conduct consultations, FGDs with Board of Directors, staff and key stakeholders to identify key strategic areas, critical issues, opportunities and gaps to be addressed in the Strategic Plan.

-Facilitate three-day Strategic Planning Workshop to be participated by SWAN –Executive Board Members, staffs, and relevant stakeholders. 

 

 4Roles and Responsibilities

 

SWAN

-The Board of Directors will provide guidance on development of the Strategic Plan, and will participate in the consultations, review and analysis sessions.

-SWAN staff will collaborate with the consultant by sharing the relevant program documents and information needed for the Strategic Development Planning process.

-Review and validation of the draft Strategic Plan - The SWAN Board and management will receive and review the draft of the Strategic Plan in a session with the consultant.

-SWAN will arrange a logistics including meals, stationeries, and training hall for three-day Strategic Planning Workshop.

-The SWAN Board of members will formally approve the final document once satisfied and adopt it in a Board meeting.

 

 The Consultant

-The Consultant will be responsible for preparation of an inception report and a work plan with timelines, undertaking consultations with SWAN Board, management, members and other stakeholders, assessing and analyzing data to identify gaps and critical issues, actively engaging with staff, Board members and other stakeholders through the use of participatory processes, providing regular progress reporting to the Team leader.

-Provide detail plan and agenda for three-day Strategic Planning Workshop.

-Facilitate and moderate three-day Strategic Planning Workshop.

-Preparing a first draft of the Strategic Plan and presenting it for review to SWAN Board and staff, modifying the draft based on feedback received.

-Preparing the final strategic plan document.

 

5. Key deliverables:

 

-An inception report outlining the steps and methodology to be used in developing the Strategic Plan.

-A comprehensive report of document review and analysis.

-Final Strategic Plan document that includes: Executive summary, background (including SP development process), internal and external analysis, vision and mission statement, organizational values and guiding principles, strategic priorities, metrics to assess progress in the attainment of these strategic priorities, budget, PESTEL and SWOT Analysis and Operational plan.

-Facilitate three-day Strategic Planning Workshop

 

6. Other terms and conditions

SWAN reserves a right to modify the terms of reference at any point of time.

 

7. Budget and Duration of Assignment

 

-The consultancy service shall be procured on a competitive price basis considering technical and financial proposal.

-The total budget of the consultancy service should not exceed NRS 300,000.00 (In words: Three Lakhs Only)

-The duration of the assignment is for three-month period from October–December 2021.

 

         8. Qualifications

 

-University degree (PhD or Masters) in organizational development, social sciences, business management, strategic planning, or other related fields.

-At least 10 years of relevant experience in NGO sector (Strategic Plan Development and Organizational Development).

-Experience in working with children, women, and public health,

-Experience with participatory approaches in conducting assessments and facilitating strategic planning processes.

-Experience working in the humanitarian and NGO-sector, and grassroots-level organizations.
