Disable Empowerment and Communication (DEC) Nepal (DEC-Nepal), CBM and KOSHISH are jointly implementing the USAID Inclusive Livelihoods-West Activity in four municipal areas of Banke (Nepalgunj Sub-Metropolitan, Khajura Rural Municipality) and Dang (Tulsipur Sub-Metropolitan, Dangisharan Rural Municipality) to support to person with disabilities for economic empowerment. The objectives of the Activity are:
- Organizations of Persons with Disabilities (OPD) and Self-help groups (SHG) of empowered people with disabilities are organized and functional.
- People with disabilities have skills and access to sustainable economic opportunities.
- Markets and employment opportunities are accessible and inclusive of people with disabilities.
DEC Nepal has planned to a hire consultant to create an accessible learning video to provide technical information and enhance the understanding, learning, and engagement of persons with disabilities in livelihood activities.
DEC Nepal is looking for trained, well experienced consultant for accessible learning video documentary (in Banke and Dang District). Interested and experienced firms from same field are requested to submit application along with the following documents hardcopy or through email to the address and deadline mentioned below:
A. Desired Experience, skills and Qualifications of consultants
- The consulting company/firm should have a minimum of five years of experience in the development of video documentaries.
- The consultant company/firm should have proven experience of developing at least 2 teaching-aid/ training-aid video documentaries as a minimum criterion (evidence is required). Like-minded video/documents which do not fulfill the criteria of a teaching-aid video will not be considered for this purpose.
- Team Composition: The team leader of the consulting firm/company should have at least a Bachelor degree in videography and have developed any two video documentaries of any projects/programs (evidence is required). Similarly, there needs proven experiences of videographer, graphic designers, sign language interpreters and voice over suit. The proposal should have explained the qualification and experience of the proposed human resources.
- Experience in developing video documentaries about enterprise/employment value chain in regard to disability inclusive livelihood, will be added value.
- The consultant must have professional and ethical conduct, respect client’s confidentiality, and adhere to ethical standards in capturing and representing footage. Manage sign language interpreter if required to collect footage of hearing impaired persons.
B. Roles and Responsibilities of the Consultant
- Record/capture stories from working the working area.
- Work closely with CBM, DEC Nepal and KOSHISH in order to script writing, collect the story, gain information, and learn about livelihood to develop an appropriate video.
- Proposed relevant expert participates in collection of information in the project area.
- Flexibility in adjustment/field visit to capture/record and edit the video suggested by the Activity Team.
- Provide all the raw photos, clips, filled consent forms to the Activity team.
- Deliver a complete video documentary.
C. Interested Consultancy firms are required to submit the following:
The interested consultant/firm shall submit an application with the following documents:
I. Technical proposal (Maximum 5 pages)
- Summary and description of equipment's and camera that will be used in capture/recording photos/videos,
- Software details used in mixing and editing of videography. Description on how the online and off-line mode of video is produced with sub-title, voice over and sign-language interpreter?
- Detailed work-plan, including clear definition of roles for the proposed team and their area of expertise.
- Explain how the experience of the company/firm and expert are appropriate to provide the required teaching/training-aid video documentary in the livelihood sector.
- Proven experience in documentary videos, related to disability inclusive livelihoods activities, youth engagement programs and learning app development will be added value for the consultant/company.
II. Financial proposal
Proposed budget in Nepali Rupees in MS Excel format along with a budget breakdown and narrative explanations for all proposed individual items.
