DEC-Nepal is a non-Governmental, non-profit making, non -political Community based organization running by and for the persons with disabilities. The motto of DEC-Nepal is to empower the person with disabilities by providing access and opportunities to uplift their social, cultural, economic, political and environmental status. DEC-Nepal has been duly registered with the District Administration Office (DAO) in Banke (Registration No. 888/064/065) and is affiliated with the Social Welfare Council (Affiliation NO. 23124). DEC-N has been working for the empowerment of person with disability as well as to advocate and lobby with local government to promote, ensure the rights, inclusive development and meaningful participation of person with disability aligning with UNCRPD and disability rights act of Nepal.
The USAID Inclusive Livelihoods-West Activity has been implementing jointly by CBM, Disable Empowerment and Communication Nepal (DEC-Nepal), and KOSHISH – Self-help Groups of Persons with Psychosocial Disabilities in four municipal areas of Banke (Nepalgunj Sub-Metropolitan, Khajura Rural Municipality) and Dang (Tulsipur Sub-Metropolitan, Dangisharan Rural Municipality) to support persons with disabilities for economic empowerment by the means of enterprise and employment through accessible and inclusive employers, financial institutions, and local market. The goal of the Activity is toward inclusive, sustainable, and resilient livelihoods of persons with disabilities in the aftermath of Covid-19 in the selected districts of Banke and Dang districts of Lumbini province of Nepal. Similarly, objectives of the Activity are:
- Organizations of Persons with Disabilities (OPD) and Self-help groups (SHG) of empowered people with disabilities are organized and functional.
- People with disabilities have skills and access to sustainable economic opportunities.
- Markets and employment opportunities are accessible and inclusive of people with disabilities.
DEC Nepal is looking for a trained, well-experienced consultant with team to conduct market assessment for inclusive and accessible livelihood opportunities for conducting assessments (in Banke and Dang District). Interested and experienced firms or individuals from same field are requested to submit application along with the following documents hardcopy or through email to the address and deadline mentioned below:
A. Desired academic qualifications, skills and experiences of consultants
- The firm/company shall have a minimum of 3 years of experience and a proven record of experience with at least 3 market/value chain studies. The labor market assessment and/or inclusive livelihood experience would be advantageous.
- Should have knowledge of market systems including value chain, financing in the market, youth engagement, and private sectors service providers for commodity/job market.
- Should have proven track of report writing skills, research skills, and demonstration on small and medium enterprises, youth employment program, etc.
- Team Composition: The study team is expected to be the composition of experts from academically plus work experience background in Agriculture, business, employment, disability inclusion, and statistics. (i) The Team Leader-1 shall have at least Master's degree in business development/agriculture economics/Agri-business or related technical subject with more than 10 years’ experience and having been involved in at least in 3 employment/ enterprise based market/ value chain assessment. The Team Leader shall be involved in field study physically. (ii) The Technical Expert/s-1 shall have at least master’s degree from enterprise and/or employment related academic background and having more than 10 years of working experience and having been involved in at least 3 enterprise/employment market assessment. The Technical Expert shall be involved in the field study physically. (iii) The Inclusion Expert-1 shall have a minimum of master’s degree in GESI and/ or Disability Inclusion with more than 5 years of experience and having been involved at least in 2 relevant study/assessments in livelihood projects. (iv)The Statistician/Survey Designer/Data Analyst-1 should have Master degree in relevant subject with more than 10 years of experience in MEAL, survey and study work. (v) The Survey Enumerators (The Enumerator name is optional).
B. Roles and Responsibilities of the Consultant
- Conduct market assessment for inclusive and accessible livelihood opportunities in the enterprise/employment sector as mentioned in the scope and methodology.
- Work closely with CBM Global, DEC Nepal and KOSHISH to develop an appropriate tool, technique, methods of assessments and report development.
- Flexibility of adjustments of the assessment process as suggested by the Activity team, based on observations and findings in the documents.
- The consultant shall include details of methodology of the whole process like checklists/questionnaires/templates development, data collection, data analysis, responsibility of the proposed experts (human resources) from the inception phase to final submission of the report.
- Provide all the information and evidence collected during the assessment process (photo, analyzed data set, compiled qualitative and quantitative raw information, etc.).
- Deliver a complete report in English, fulfilling the quality standards in content and writings both in the hard copy and electronic copy.
C. Interested Consultancy firms and professional personnel are required to submit the following:
The consultant/firm shall submit an application with the following documents;
A. Technical proposal (Maximum 6 pages)
- Summary and description of instruments and tools that will be used in data collection, data analysis and the plan for survey,
- Detailed plan of the processes and systems for data gathering, data cleaning, and analysis, including type of design; clustering and sampling methodology/criteria/sizes; the mix of data collection methods and sources; and plans for data storage, cleaning, and analysis.
- Specific expertise and role of the proposed expert/ assessment team,
- Timeline of activities,
B. Financial proposal

C. Detail of the company/firm
The organization/Firm should submit;
- CVs of proposed team members
- Organization profile with relevant experiences
- A copy of company/firm registration
- A copy of Tax clearance certificate
- VAT/PAN registration
- Audit report (latest year)
- Any other relevant documents
