Qualitative Report Writing Consultant – Term of Reference

1.  Introduction

SNV is a non-for-profit international development organisation that makes a lasting difference in the lives of people living in poverty by helping them raise incomes and access basic services. We focus on three sectors (WASH, agriculture and renewable energy) and have a long-term, local presence in over 25 countries worldwide. SNV has been working in Nepal since 1980.

SNV implements the WASH SDG programme in four cities of Nepal: Khadak, Nepalgunj, Chandannath and Birendranagar. The overall goal of the WASH SDG programme is to improve health and quality of life of men and women through access to sustainable and safe sanitation and improved hygiene practices.

In this framework, SNV Nepal is looking for a short term consultant to analyse the data and write a report in English from formative research being carried out by SNV in Birendranagar (Surkhet), Khadak (Saptari) and Nepalgunj (Banke).

2.  Scope of Work

The consultant will support SNV in developing the formative research report based on research conducted in three towns (Chandannath, Birendranagar and Khadak) about three key WASH behaviours: Access to Toilet, Faecal Sludge Management and Solid Waste Management. 

SNV and SNV’s local partner organisations will carry out data collection and SNV will hand over the data to the consultant. Most data is qualitative. The consultant’s assignment includes data compilation, analysis, identification of findings and report writing, with a special emphasis on existing real or perceived barriers and potential motivators and drivers for change. A special focus will also be on gender and social inclusion aspects. 

The consultant should preferably base in Kathmandu, but s/he could be based in any location within Nepal, and travels to the project’s locations are not planned. The consultant will need to have reliable internet access. 

The consultant will operate under direct supervision and guidance by SNV behaviour change communication advisor, and will report ultimately to SNV WASH sector leader. 

3.  Deliverables: 

  • Preliminary report with key findings, communication objective based on findings and distance sharing with SNV in PowerPoint presentation.
  • Draft report including indicatively: executive summary, background, context of study area, analytical framework, study objectives and research questions, methodology, findings (barriers and motivators) with quotes, conclusion and recommendation for communication objectives of every three behaviours. Between 35-55 pages with photographs and annexes.
  • Final report including photographs. SNV will provide research photographs

4.  Timeframe 

The services are required from 01 September – 15 October 2020

  • Preliminary report and findings sharing 15 September 2020
  • Draft report:  27 September 2020
  • Feedback on draft report from SNV: 10 October 2020
  • Final Report submission: 15 October 2020

5.  Qualifications of applicants   

  • Registered firm or independent consultant;
  • Required sound and demonstrated experience in qualitative data analysis and in report writing, in English;
  • Required excellent mastery of written English and of Nepali.
  • Desirable familiarity with water, sanitation and hygiene themes. 

6.  Selection Criteria 

SNV will establish a selection committee, which will assess applications on the basis of the following criteria: 

  • Relevant past experience;  
  • Quality of writing in English. 
  • Price 

7.  Mode of Payment

  • 100% of total contract value after submission of final report and acceptance thereof by SNV. 

8.  Application process 

Applicants are asked to provide the following information: 

  • Maximum three-page organisational or individual capacity statement relevant to the scope of work (this can be a company profile if the applicant is an organisation);
  • Financial Proposal
  • CVs of the proposed human resources;
  • A sample report* in English, written in full by the applicant possibly in the last 5 years;  
  • Proof of firm tax / VAT registration (for firm);
  • Proof of tax registration (for individual). 

*SNV commits to treat this to high levels of confidentiality and for the sole purpose of this selection process.
