Details / requirements:

Support for International Health and Family Planning Organizations 2 (SIFPO2) is a cooperative agreement funded by USAID and implemented by Marie Stopes International (MSI)/Sunaulo Parivar Nepal in 11 districts of Nepal: Sankhuwasava, Siraha, Rautahat, Chitwan, Dhading, Kaski, Parbat, Myagdi, Syangja, Rupandehi and Darchula. The Quality and Technical Assurance Manager will be responsible for ensuring Quality Improvement (QI) including Quality and Technical Assurance (QTA) of project interventions of SIFPO2 (Family Planning Service Strengthening Program) in concerned district.

Job Description:

Project Management & Compliance

  • Lead the design, implementation and monitoring of project QI/QTA plan
  • Ensure project monitoring and reporting from district capture the QI/QTA requirements of the project to achieve project’s objectives in the district
  • Prepare periodic and monthly work plan of the FP services’ QI/QTA for the project
  • Train and mentor/coach project teams, district teams on QI/QTA
  • Monitor the QI/QTA requirements of project interventions
  • Report on QI/QTA as per the requirement of the project
  • Ensure district project activities are compatible with USAID family planning compliance, rules/regulations and requirements

Clinical Standards and Client Care

  • Ensure HF and outreach teams understand and follow all GoN QI protocols and guidelines
  • Ensure all clinical staff have up-to-date manuals and are fully trained and assessed on any changes
  • Ensure HFs are equipped, maintained and have trained staffed to provide high quality client focused service.
  • Ensure all stock and equipment are used as directed by the protocols and roll out of monthly quality review system in HFs and outreach
  • Assist to ensure accurate, detailed clinical records are maintained in HFs and on outreach, including follow-up visits, intake and the efficient management of all complications and complaints including response times
  • Develop and manage an annual plan of internal audits for HFs and outreach
  • Monitor completion of post-audit work plans by HFs and outreach teams
  • Ensure internal clinical staff understand MSI objectives and goals, are adequately qualified and trained, are multi-skilled and deployed in multi-tasking manner within the scope of their competence
  • Ensure that complication records and training records are kept in every district and major complications are reported to the Sr. Clinical Services Manager and the Medical Advisory Team (MAT). Provide a detailed analysis of all complications at MAT meetings.
  • Participate in internal investigation for both minor and serious incidences and document according to government/MSI standards. Follow up on recommendations to address any gaps under the guidance of the Sr. Clinical Services Manager.
  • Ensure that Referral Centers provide high standard of care at an affordable service charge. This will involve occasional visits/ meetings to/with Referral Centers, and if necessary, the identification of a new referral centre if there is need.

Technical Guidance and Supervision

  • Support the Sr. Clinical Services Manager to recruit and induct new clinical staff, ensure that staff are trained and are competent in their jobs.
  • Provide support for District Managers for managing performance problems/ challenges within teams (where necessary) coordinating with the Sr. Project Manager
  • Assess skills, knowledge and capacity of all staff during visits and plan corrective action with Sr. Clinical Services Manager, providing on-the-spot training where appropriate
  • Support District Managers to complete appraisals of FPQCs and ensure constructive use of appraisal system in the districts
  • Plan and provide formal training as required by the Training Centre
  • Ensure that proper supervision and monitoring is done by the trainers to the service providers after training are provided
  • Encourage a commitment of every team for the uninterrupted high standard of quality service, and to accommodating clients including valuing flexibility on working hours
  • Induction records on training register
  • Periodic Job orientation to refresh knowledge
  • Provide FP clinical trainings at training sites as and when the need arises specially when there are not sufficient trainers in the time of trainings
  • Provide clinical services at HF/VSC service sites and on outreach as and when the need arises specially when there is no service provider in the time of HF visits.
  • Travel extensively within Nepal to carry out clinical supervision visits, QTA and on the-job training

Other Responsibilities

  • Communicate quality and technical performance of Districts/HFs and outreach teams to the Sr. Project Manager/Chief of Party and implement any changes agreed promptly
  • Coordinate and actively participate in quarterly MAT meetings, prepare minutes and follow up on agreed actions
  • Foster MSI Management culture and social business approach across the teams
  • Ensure that effective and appropriate external technical assistance is called on to provide high quality inputs and outputs
  • Actively participate in country level strategic planning processes and occasional regional or international meetings of the MSI partnership as required
  • Increase the organization’s profile through active participation in professional associations, conferences etc
  • Co-ordinate the referral centre network – identifying new centres, renewing agreements maintains good working relationship with them.
  • Visit the clients having complication and referral centre in the case of serious incidence/complication
  • Provide assistance to develop new service guidelines.
  • Provide full support to the management development of paramedicalization and task shifting across the organization
  • Any other activities as requested/assigned by the Sr. Clinical Services Manager and Chief of Party

Job Specifications:

  • Medical Doctor with MBBS, preferably with additional post graduate degree in public health, or gynaeology/GP; Registered in Nepal Medical Council
  • Detailed knowledge of clinical protocols
  • Knowledge of USAID funded projects preferred
  • Knowledge of family planning related indicators
  • At least 3 years experience in:
    o training and developing the skills of others
    o develop training manual/package /training schedule
    o ability to identify solutions to problems, plan logically and focus on completion of tasks
    o conducting QTA Audits and providing onsite supports.
  • Preferably trained on family planning including CoFP & Counseling, Implant, IUCD and Clinical Training Skills (CTS) and service delivery
