Project Officer - Humanitarian Response

CBM Global Nepal Country Office seeks application from qualified and competent candidates for the position of Humanitarian Response Project Officer.
Job Overview and Core Purpose:
CBM Global Nepal has initiated a humanitarian response in areas affected by the devastating flash floods in the Bhotekoshi River and downstream river systems. The response covers affected communities in the Rasuwa, Nuwakot, and Dhading districts and focuses on mental health and psychosocial support (MHPSS), basic needs assistance, provision of assistive devices, rehabilitation services, and advocacy and technical support to ensure the inclusion of persons with disabilities in the overall humanitarian response.
The Humanitarian Response Project Officer will be responsible for coordinating humanitarian response interventions in close collaboration with partner organizations. The position provides overall oversight of project implementation, including partner support, budget management, monitoring, documentation, and reporting. S/he will serve as the focal point for project implementation with partners and stakeholders on behalf of CBM Global Nepal.

Contract Duration: Till February 2027
Key Responsibilities
Project Implementation Oversight
- Guide and support the implementation of humanitarian response activities in accordance with the project plans, budgets, and timelines.
- Oversee coordination among partners to ensure coherent and effective implementation.
- Ensure strong coordination and collaboration with project stakeholders, including Organizations of Persons with Disabilities (OPDs), local governments, cluster mechanisms, and other humanitarian stakeholders.
- Ensure project interventions adhere to quality standards, humanitarian principles, and organizational policies.
- Monitor activities and resource utilization to ensure efficiency, effectiveness, and value for money.
- Manage project finances in close coordination with the finance team
- Identify implementation challenges, risks, and bottlenecks, and propose appropriate mitigation measures.
- Support rapid and ongoing needs assessments, identify emerging humanitarian needs and recommend timely adaptations to response activities.
Partner Coordination and Support
- Manage partner relations and maintain close collaboration with all project partners.
- Ensure partners understand project objectives, donor requirements, and expected results.
- Facilitate regular coordination meetings with partners to review progress, address challenges, and ensure timely implementation.
- Participate in technical meetings with local authorities, clusters, NGOs, and relevant institutions, and share key updates with the line manager.
- Serve as the primary focal point for partners on behalf of CBM Global Nepal.
Monitoring, Documentation and Reporting
- Conduct regular monitoring visits to project sites to ensure quality implementation and achievement of project objectives.
- Track project indicators and maintain accurate project records and databases.
- Generate evidence through systematic documentation of best practices, lessons learned, success stories, and case studies.
- Coordinate the preparation and submission of high-quality reports in a timely manner.
- Support partners in data collection, analysis, and reporting processes.
- Support partners to establish and implement inclusive, accessible, and effective feedback, complaints, and response mechanisms (FCRM), ensuring meaningful participation of persons with disabilities.

Knowledge
Understands the incident management framework and their first responder role in recording, responding and reporting incidents. Understands the survivor-centered approach and how to apply it when receiving a complaint or responding to an incident. Knows local support services available in the community or region, and how to engage them.
Skills
Able to listen and accurately document reported concerns and complaints. Able to respect the confidentiality of safeguarding allegations. Able to appropriately apply the survivor-centred approach.
Behaviours
Treats the survivor and others involved in an incident with dignity and respect. Be assertive in implementing the initial incident response protocols by gaining the trust and cooperation of parties involved.

Person Specification
All the following requirements are Essential, unless marked with a * when they are Desirable.
Experience and Knowledge
- A minimum of 3 years of experience in managing development and/or humanitarian projects in I/NGOs.
- Experience in managing disability inclusive humanitarian response or recovery projects/ programmes preferred.*
- Experience working simultaneously with multiple partners.
- Experience working with Organizations of Persons with Disabilities (OPDs) preferred.*
- Experience engaging with local government systems, humanitarian clusters, and development partners.
- Demonstrated experience in reporting, documentation, and knowledge management.
- Proven experience in project financial management.

Qualifications
- Minimum Bachelor’s degree in Social Sciences, Disaster Risk Management, Development Studies, or a related field.
- Master’s degree in a relevant discipline is preferred*.
