Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

Position Description

Blind Youth Association Nepal (BYAN) is seeking a qualified and experienced candidate for the position of Project Officer based in Belbari, Morang. The Project Officer will work primarily in the field and will report directly to the Director, while carrying out activities under the close supervision of both the Director and the Chapter President.

The Project Officer will be responsible for the effective implementation of the project at the field level, coordinating with partners and stakeholders including government agencies, civil society organizations, organizations of persons with disabilities, children and young people with disabilities, and their parents/teachers. The role requires ensuring that project activities are completed on time, within budget, and to the highest quality standards.

About the Project

The project “Advancing Rights and Inclusion in Sexual and Reproductive Health and Education (ARISE)” aims to strengthen disability-inclusive sexual and reproductive health and rights (SRHR) in Morang and Jhapa of Koshi province by empowering young people with disabilities through access to SRHR knowledge and information, sensitizing parents, teachers, schools, decision-makers, and service providers on the SRHR issues of young people with disabilities, improving SRHR services, and strengthening the disability movement by working with OPDs, CSOs, and other agencies. The project also advocates for improved SRHR policies and their effective implementation at provincial and local levels.

Key Responsibilities

  • Lead the planning, implementation, and day-to-day management of the project in line with organizational values and project objectives.
  • Develop detailed work plans, budgets, and implementation schedules and ensure timely delivery of project outputs.
  • Prepare and maintain high-quality project documentation, including progress reports, financial tracking inputs, case stories, and learning briefs.
  • Coordinate and maintain strong working relationships with provincial and local governments, OPDs, CSOs, schools, health service providers, community groups, and donors.
  • Lead advocacy initiatives at local and provincial levels to promote disability-inclusive SRHR and CSE policies and practices.
  • Mobilize, mentor, and support SRHR champions to deliver community-level SRHR and CSE sessions.
  • Facilitate SRHR, CSE, and disability orientation sessions in schools, health facilities, and community platforms.
  • Oversee the design, production, and dissemination of research and SRHR/CSE-related IEC materials in accessible formats.
  • Coordinate with media agencies and communication teams to promote positive narratives on disability and SRHR.
  • Ensure effective monitoring, documentation, data management, and timely reporting in line with donor and organizational requirements.
  • Ensure safeguarding, ethical standards, and confidentiality are maintained while working with children, young people, and marginalized communities.
  • Perform field-level activities as required and report to the Director, working in close coordination with the Chapter President and Central Office.

Job Specifications

  • Bachelor’s degree in Public Health or a related Social Science field with at least two years of relevant professional experience; experience in project coordination or management is preferred.
  • Strong knowledge of national and international frameworks related to SRHR, CSE, and disability, including UNCRPD, SDGs, the Act Relating to Rights of Persons with Disabilities, and the Constitution of Nepal.
  • Demonstrated understanding of SRHR issues faced by young people, particularly persons with disabilities.
  • Experience in advocacy, community mobilization, and stakeholder coordination.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and social media campaigning.
  • Strong organizational, communication, and interpersonal skills, with the ability to work effectively in diverse and inclusive environments.
  • Proactive, self-motivated, and able to work independently in field-based settings.
  • Fluency in both Nepali and English is required; knowledge of sign language or accessible communication methods is an added advantage.
  • Prior experience working with children and young people with disabilities and/or the LGBTIQ+ community is an added advantage.
