The American Red Cross (AmRC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.

American Red Cross is supporting Nepal Red Cross for implementation of USAID/OFDA and MACP supported development projects in Nepal. American Red Cross has recently signed project agreement with Nepal Red Cross for implementation of PREPARE Project and PMER-IM project for two years. The American Red Cross has four active projects with Nepal Red Cross Society. For the successful implementation of the PMER – IM Project and supporting other ongoing projects, the American Red Cross Nepal an experienced Program Monitoring, Evaluations, Accountability and Learning (PMEAL) Officer. The PMEAL Officer will support the MEAL Manager.

From the 1st of April 2020, American, Canadian and British Red Cross are joining Red Cross Country Consortium led by Danish Red Cross in Nepal. This position will transition into consortium position from 1st April 2020.

Job Propose

The PMEAL Officer will work closely with the MEAL Manager in developing monitoring and evaluation systems and preparing periodic reports for the NRCS/American Red Cross programme that are relevant and appropriate to the Nepal context. The PMEAL Officer will assist building systems that can be implemented by the NRCS/American Red Cross local team and s/he will help build the capacity of the NRCS team while ensuring accountability to both donors and beneficiaries for the resources raised through a comprehensive and participatory M&E system.

The PMEAL Officer will work with the American Red Cross Nepal Delegation until March 31, 2020 and reports to MEL Manager of the American Red Cross Nepal Delegation and then transitions into the consortium position. In the consortium, the Officer will report to PMEAL Manager of Country Consortium.

Job duties and responsibilities

  • Support with the development and operationalize an M&E plan for the consortium programmes
  • Assist the programme team in the development of the baseline, endline, midterm review and reporting tools and templates for the consortium projects
  • Aid with operationalizing the Accountability Framework
  • Support with quarterly or 6-month programme reviews by senior management of NRCS and Consortium team.
  • Build capacity of NRCS staff in M&E, quality assurance and reporting.
  • Assist the programme team on the production of monthly, quarterly and annual reports as well as project proposals following DRC/ Consortium and donor templates.
  • Support NRCS staff to produce monthly reports following NRCS templates.
  • In coordination with the PMEAL Manager, ensure effective implementation and management of monitoring and evaluation systems.
  • Contribute to the development of NRCS/Consortium monitoring and evaluation and data systems management capacity, procedures, tools, associated methodologies and key documents to ensure standardization in evaluation and reporting practices.
  • Develop Terms of Reference (ToR) for evaluations, external consultant support and other resources required for the implementation and monitoring & evaluation of the projects jointly with the programme team.
  • Document and promote good practices, knowledge management and institutional learning around monitoring and evaluation approaches and incorporate lessons learned, best practices and technical innovation in plans and project designs.
  • Monitor and communicate technical programme performance and advise consortium senior management on technical issues that could adversely impact Consortium programming.
  • Regular field visits to projects sites with NRCS counterparts and provide structured feedback in a way that can improve data collection/analysis and project monitoring
  • In coordination with the programme team, support projects’ review/evaluations by donors and/or evaluators
  • Represent the Consortium, on behalf of the Head of Programmes or Country Consortium Manager as requested, and develop and maintain relationships with Red Cross and Red Crescent Network partners regarding monitoring and evaluation.
  • Coordinate and ensure timely data collection and data analysis infopgraphics.
  • Contribute to the production of materials such as presentations, annual reports, case studies, training materials, positions papers.
