The World Bank is an internationally supported bank that provides financial and technical assistance to developing countries for development programs (e.g. bridges, roads, schools, etc.) with the stated goal of reducing poverty. The World Bank differs from the World Bank Group in that the former comprises only the International Bank for Reconstruction and Development and the International Development Association, while the latter incorporates these entities in addition to three others. Details / requirements:

The South Asia Procurement Services Unit [SARPS] located at the World Bank, invites applications for the position of a Procurement Specialist . The position will be based in Kathmandu, Nepal. The Procurement Specialist will report to the Regional Procurement Manager based in Washington and will work under the direction of the Nepal Focal Point [Senior Procurement Specialist], who currently is located in Delhi. This appointment will be a two-year term local appointment. The Procurement Specialist will work independently on procurement matters in specific sectors in the performance of the Bank's fiduciary and service functions, seeking guidance from senior procurement staff. S/he will be working across countries/sectors, being responsible for reviewing and handling the technical, commercial and legal aspects of procurement (in consultation with Legal and Policy departments as necessary) at all stages of the project cycle, to include analysis of systemic and other procurement issues, procurement planning, design, implementation and management, and training. Other responsibilities will include participation in missions as sole procurement expert on large projects; assessment of procurement implications of project design, evaluation of institutional capacity of borrowers and development of suitable procurement plans, participating in country procurement assessments, preparing background analysis, collaborating on developing appropriate public procurement legislation and practices and tailoring instruments to meet specific client needs, negotiating and resolving difficult procurement issues with Borrower agencies and handling questions/complaints from senior officials and contractors on bidding and award issues; designing and conducting workshops to educate procurement professionals in the Bank and in borrower agencies. Interested applicants must have Masters degree with a major in a relevant discipline (e.g. Engineering, Law, Procurement, Finance, Business or Commerce) plus at least five years of experience as Procurement Specialist, or have had responsibilities with a substantial content of his/her position in the procurement area (use of internationally accepted public procurement procedures for works, goods and services; sound understanding of principles underlying good procurement practices; analytical capability in identifying and resolving transaction-related and systemic procurement issues). This is a country office position in Nepal subject to local recruitment under the Nepal compensation plan.
