Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

BYAN implements and advocates for inclusive policies and practices in education, employment and livelihoods, political participation, climate change and disaster risk reduction, sexual and reproductive health and rights (SRHR), and digital inclusion. Through rights-based programming, evidence generation, and strategic advocacy, BYAN collaborates with government bodies, development partners, OPDs, civil society organizations, and youth networks at local, national, and global levels.

To this end, BYAN invites applications for a motivated and competent MEAL Officer.
Position Details
Position Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
Number of Positions: 1
Duty Station: Kathmandu (with frequent field visits to BYAN chapters and project sites)
Contract Type: Fixed-term contract for 1.5 years, renewable subject to funding availability and satisfactory performance
Reporting To: Director / Program Manager (as assigned)
Working Level: Officer level
Purpose of the Position
The MEAL Officer will support the strengthening and effective implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) systems across BYAN at organizational and project levels. The role will focus on supporting quality data collection, documentation of results, inclusive accountability mechanisms, and learning processes to improve program implementation, reporting, and organizational learning.
Key Responsibilities
1. Monitoring and Evaluation
- Support the development, revision, and implementation of organization-wide and project-specific MEAL frameworks, indicators, and MEAL plans.
- Assist in the development and use of standard MEAL tools such as data collection forms, monitoring checklists, and simple databases, ensuring accessibility and disability inclusion.
- Conduct regular monitoring through field visits to track project progress against planned activities and indicators.
- Lead data collection, data entry, cleaning, and basic analysis of quantitative and qualitative data.
- Ensure timely and accurate data reporting while maintaining ethical standards, confidentiality, and informed consent.
- Support baseline, midline, endline, and other assessments, including surveys, FGDs, KIIs, and participatory monitoring activities.
2. Documentation, Learning and Knowledge Management
- Support the documentation of project outputs, outcomes, and emerging impacts, including stories of change, case studies, and success stories.
- Assist in organizing reflection meetings, learning sessions, and after-action reviews with project teams.
- Compile lessons learned and good practices to support program improvement and reporting.
- Provide MEAL-related inputs to donor reports, proposals, and organizational publications as required.
3. Accountability and Community Feedback
- Support the establishment and functioning of inclusive and accessible feedback and complaint response mechanisms at project and organizational levels.
- Assist in collecting, recording, and tracking feedback and complaints from rights-holders and stakeholders.
- Support timely referral and response to feedback in coordination with program teams.
- Promote awareness of accountability and participation among staff, partners, and community members.
4. Capacity Strengthening and Systems Support
- Provide basic orientation to staff and chapter/implementing partner teams on MEAL tools, data collection processes, and reporting formats.
- Support staff and partners in applying MEAL tools during project implementation.
- Contribute to gradual strengthening of organizational MEAL systems through documentation, tool refinement, and learning.
5. Coordination and Other Responsibilities
- Coordinate closely with program teams to align MEAL activities with project work plans and reporting timelines.
- Support compliance with donor MEAL requirements under guidance of the supervisor.
- Perform other related tasks as assigned by the supervisor in line with the role.
Qualifications and Requirements
- Bachelor’s degree in Social Sciences, Development Studies, Public Health, Statistics, International Development, or a related field (Master’s degree preferred).
- Minimum of 2 years of relevant professional experience in MEAL or research roles, preferably within NGOs, OPDs, or development/human rights organizations.
- Strong knowledge and practical experience in monitoring and evaluation methodologies, indicators, and results-based management.
- Proven skills in quantitative and qualitative data collection and analysis, including the use of tools such as MS Excel, KoBoToolboxor similar platforms.
- Demonstrated ability to produce high-quality, impact-oriented reports, stories of change, and learning documents.
- Excellent communication and interpersonal skills, with experience working in diverse, multi-stakeholder teams.
- Strong commitment to disability rights, youth leadership, gender equality, and social inclusion.
- Fluency in written and spoken English and Nepali is required; knowledge of Nepali Sign Language or other accessible communication methods is an asset.
- Experience working with youth, women, and persons with disabilities is highly desirable.
