Monitoring Evaluation Accountability and Learning (MEAL) Officer

Job Overview

The MEAL Officer will support in enhancing quality and impact of the CBM Global programmes and projects through effective monitoring and evaluation. With the supportive supervision and guidance from the CBM Global MEAL Manager, s/he will establish MEAL systems and processes in Nepal Country Office. S/he will support and guide programme team in development and implementation of MEAL plans and tools across the projects and works closely with them to generate and document project learnings. S/he will guide partners in project monitoring and evaluation, data collection, analysis, and reporting, and build their capacity in these areas.

This position will lead MEAL functions of USAID Inclusive Livelihood West Project, and will be responsible for database management, data analysis, evidence generation, documentation, and reporting.

Reports to: Country Director

Based: This position will be based in CBM Global Nepal Country Office, Sanepa, Lalitpur. Frequent travel to project locations will be required.

Responsibilities and Duties  

Development of MEAL systems, processes, and tools

• Lead the development of MEAL systems, processes, and guidelines in the Country Office under the guidance and support of CBM Global MEAL Manager.
• Provide technical support and guidance to develop and implement MEAL plans and tools in the projects.
• Work closely with the programme team to strengthen monitoring and evaluation procedure across all projects.
• Support in development and implementation of social audit and public hearing framework.
• Support partner organization to build robust M&E system and mechanism.
• Lead to finalize M&E framework and log framework in new project development process.

Monitoring & evaluation

• Support in analytical review and reflection of the projects and adaptation of learnings.
• Contribute to project evaluations (baseline, mid-term, final evaluations, and end line surveys)
• Carry out periodic field visit for monitoring of project interventions.
• Conduct analytical review of entire programme portfolio from M&E perspective on annual basis. 

Building capacity of program team and partners in MEAL

• Develop guidelines, plans and methodologies to enhance understanding and competency of programme team in MEAL.
• Build capacity of partner staffs in M&E, data collection & analysis, reporting, and documentation.
• Provide technical back-stopping support to programme team and partners for effective monitoring of project interventions and documentation of learning products.  

Learning, Knowledge management, and reporting

• Support in generating learnings at project and country level and ensure projects & programmes are adapted based on the learnings.
• Support programme team and partners in documenting case stories, success stories, process documents and lesson learnt from the project interventions.
• Contribute to establish effective Knowledge management system in the Country Office.
• Develop knowledge or learning documents for the Country Office in close coordination with the programme team and support in wide sharing & dissemination.
• Prepare annual and periodic progress reports and impact reports for the Country Office, and lead data compilation and analysis for generating report.
• Participate in country and global MEAL fora & working groups for cross learning and sharing.

M&E Focal for Inclusive Livelihood West Project

• Develop and implement MEAL processes and tools for the project in line with USAID and CBM framework.  
• Plan and implement regular reflection process for timely review of the project and recommend appropriate correction measures to address the gaps and discrepancies identified.
• Carry out regular monitoring visit in project areas, collect and document success stories and learnings.
• Develop reporting calendar based on submission deadline and produce periodic reports in coordination with Livelihood Project Manager.
• Compile and consolidate qualitative and quantitative data from the project, carry out analysis, and share the outcome with project manager for required revision and other engagements.

Humanitarian Action 

• Contribute to finalize the humanitarian strategic framework from Monitoring and evaluation perspective.
• In case of Emergency in the country and requirement of the organization you should be flexible to deploy in the emergency response management initiatives as per the requirement of the organization.

Safeguarding

• Accountable for ensuring that all children and adults who come into contact with CBM Global’s programmes are safeguarded to the greatest extent possible.
• Responsible for ensuring compliance to all aspects of the CBM Global Safeguarding and Prevention of Sexual Exploitation, abuse and harassment policies and associated standards and procedures.

Key outcomes expected from this role:

• Fundamental MEAL processes and guidelines developed and well executed in project and country level. 
• Enhanced understanding and capacity of programme team and partners in MEAL.
• Quality and impact of USAID Livelihood West project ensured through effective monitoring & evaluation and timely submission of quality donor reports. 
• Relevant knowledge products and quality reports developed at project and country level.

Person Specification

Qualifications and Experience

• Master’s Degree in management, social research, development studies or similar field.
• At least 5 year’s work experience in M&E, reporting, and documentation, particularly with international NGOs or development organization.
  
• Strong understanding of project and programme and experience in development and implementation of MEAL systems, processes, and tools.
• Good coordination and facilitation skill and experience in M&E capacity building.
• Experience in documentation and reporting. 

Skills Competencies and Personal Qualities

• Competency in data analysis and generating learnings to guide project implementation.
• Knowledge and experience of using statistical tools / software packages will be an advantage*.
• High level proficiency in MS Excel.
• Effective communication skills - verbal and written.
• Effective team player who is also able to work independently.
• Ability to integrate into a multi-cultural environment.
• Ability and willingness to learn, and to pass on information.
• Ability to take initiative, multi-task, prioritise work and meet deadlines.
• Willingness to adhere and commit to CBM Global’s Values and policies.
• Must be willing to travel 40% of the time.
