Location (base): SODCC Parsa (Head Office, Birgunj Parsa) 

Reports to: Program Manager

Introduction:

Social Organization District Coordination Committee Parsa (SODCC Parsa) is a reputed and non-profitable organization which is established in 1994 and registered district administration office Parsa under the government rules and is also affiliated in Social Welfare Council. Now it has been working for the children and women in Madhesh Province to improve the status of children and women specially focus on the area of education, health, sanitation, child protection, gender-based violence reduction, poverty alleviation, women empowerment, awareness raising and emergency response. Also, it has been working for the capacity enhancement of youth, organizational management, community mobilization, and leadership development of women, children and stakeholders for well planning and program implementation. 

Supporting Adolescent Girls Education (SAGE) programme (formally called SAGE, a non-formal education programme for out-of-school adolescent girls from 10-14 years of age). Girls Education (SAGE) is a 9-month community-based non-formal education program. Further, SAGE graduates are required to mainstream in formal education and retention is key challenges for which project will work with selected local governments, and mother schools for rest of project duration to ensure regular attendance, and learning continuity after mainstreaming.  SAGE will impart basic functional literacy, numeracy, and life skills to out-of-school adolescent girls, with the aim of preparing them to mainstream into the formal school system. Considering the existing complexity of the OOS adolescents' issue and the process of mainstreaming them into formal education, ensuring their retention and completion of the full cycle of basic education is still a big challenge. Radical and rigorous multi-stakeholder approaches are necessary to bring girls of age group 10-14 back to mainstream education, ensuring their retention in school and continuation of full cycle of basic education. This would be possible through provision of additional and tailored non-formal education to strengthen basic literacy, numeracy, life skills, and confidence of out-of-school adolescent girls along with community engagement for retention that is only possible through the integration of various sectorial interventions.

Scope of work 

The MEAL Coordinator will be overall responsible for the project ensuring the implementation of activities of “Girls' Education: Learning Continuity and Life-Skill Opportunities for Out-of-School Adolescent Girls” described on project work plan, ensure project output identified in Result Framework, ensure program quality, track plan, manage database and monitor program implementation with close coordination of government line agencies, funding organization and report project activities to organization.

Major roles and responsibilities:

1. Prepare and develop Monitoring and Evaluation Plan

  • Support in developing monitoring and evaluation checklist for field-level monitoring by Supervisors/Youth advocates and Program Coordinators.
  • Field monitoring of at least 5 classes per month or as needed on a random and rotational basis to ensure implementation process, verifying data and quality of project deliverables.
  • Design, develop, and update different formats, event reports, training reports, and templates for data collection at local levels based on program indicators and when required. (Like; COP report template, bi-monthly report, mobile meeting report template, staff reporting templates, etc.)
  • Facilitation of knowledge building and knowledge sharing in the area of Monitoring, Reporting, and Evaluation to staff/youth advocates and facilitators.
  • Technical and intensive support to implement program in Parsa district.
  • Mobilize youth advocates and facilitators in Parsa district closely.

2. Data Collection, Analysis and Verification

  • Collection and compilation of data of SAGE participants from District Coordinators and verify them based on set targets in program document.
  • Enter the collected data as per standard tool/format and share it with the Program Manager.
  • Tracking of data to ensure accuracy and consistency based on target and indicators on monthly basis.
  • Support in tracking of SAGE participants during any emergency in coordination with Program Coordinator.
  • Provide technical support to youth advocates and facilitators in data validation and overall program implementation.

3. Report preparation, documentation, and dissemination.

  • Collect, Compile, and document of data collected, and other relevant letters and documents provided by local levels and schools (Example: Appointment letter of Supervisor/youth advocates & Facilitator, verification & enrolment letter from mother school).
  • Coordinate, communicate, and support Project Coordinator and team for monthly action plan, timesheets, and reports.
  • Support Program Manager to prepare reports (Monthly & quarterly based) as per requirements.
  • Prepare human interest stories/case studies and success stories as collected from Program Coordinators of assigned districts.
  • Prepare organization communication tree and organogram and share to SODCC and UNICEF team.
  • Collect, Compile, and share reports received from Program Coordinator to Program Manager and Project team.
  • Support finance coordinator and finance assistant to keep leave records of staff.
  • Responsible for all data-related assignments and updates.
  • Work closely in the direct supervision of the Program Manager.

4. Coordination and Communication

  • Maintain regular working relationships with local level and mother schools.
  • Maintain clear and specific communication strategies of project implementation to relevant. 
  • Undertake any other relevant responsibilities assigned by SODCC/ UNICEF.

5. General Responsibilities

  • Other tasks assigned by SODCC Parsa.
  • Adhere to SODCC Parsa policies internal procedures, and protocols, with special attention to Safeguarding Standards and Procedure, Child Protection, and Do No Harm policies, immediate reporting of any complaints and issues. 

6. Required Qualifications 

  • Bachelor’s degree in education or social science, with good understanding and experience in literacy, numeracy, and life skills contents and classes. 
  • Minimum of 2 years’ experience working in education sector projects, excel, database, reporting, and other documentation.
  • Fluency in English and Nepali language both in writing and oral communication
  • Experience of working with marginalized and vulnerable groups is a plus. 

7. Desired Knowledge, Skills, and Competencies 

  • Strong understanding of formal/Informal & Girls' education and mobilization of Facilitators and youth advocates/supervisors. 
  • Strong ability to conduct training/meetings with mother schools, religious leaders, and local level.
  • Incorporate photos, success stories, videos, etc. in the reports.
  • Prepare PowerPoint presentation of project and share it in relevant forums and meetings.
  • Fluency in local language of Madhesh Pradesh (Bajika, Maithali, Bhojpuri).
  • Outstanding interpersonal and communication skills.
  • Willingness to undertake extensive field work in remote and rural communities in Madhesh Pradesh. 
  • Must have scooter/motorbike with a valid driving license.
