POSITION ANNOUNCEMENT

Management Information Systems Specialist, Counter Trafficking in Persons, Asia 

Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Management Information Systems Specialist (MIS Specialist) for an anticipated USAID-funded program to Counter Trafficking in Persons in Nepal. The program will seek strengthen national and local Government of Nepal (GON) efforts to combat TIP, improve CSO advocacy and engagement to address TIP, and increase private sector partnerships to service TIP survivors and at-risk populations.

The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

Position Description

POSITION TITLE: MIS Specialist

LOCATION: Kathmandu, Nepal

DEPARTMENT: Civil Society & Education

REPORTS TO: Deputy Chief of Party

POSITION SUMMARY:

The MIS Specialist will work to improve GON and CSO data collection, sharing and usage to strengthen policy, coordination, and public reporting.

ESSENTIAL RESPONSIBILITIES: 

  • Collaborate with GON ministries, anti-trafficking committees, and civil society organizations to streamline TIP data capture and flow; conduct audit of existing systems and processes, and facilitate the development of a business process management protocol that promotes effective referrals, case management, and investigations.
  • Coordinate the development and promote the adoption of standard, responsible data practices on a national, district, and village level; build capacity of key GON and CSO personnel on system use, data input quality, security, and other skills as needed.
  • In conjunction with GON authorities and the Private Sector Engagement Specialist, leverage existing data management and data security solutions for application in the Nepal TIP environment, ensuring appropriate technologies for various end users are incorporated into system(s) selection and design.
  • Support M&E Specialist and coordinate with Asia CTIP in the usage of DevResults platform for project-level data.
  • Other duties as assigned

QUALIFICATIONS:

  • Education: Degree in Management Information Systems, Data Science, Software Engineering or equivalent. Advanced degree preferred.
  • Technical: Minimum of 5 years’ experience with social/public sector information management systems; minimum of 3 years’ experience training non-technical users on use of technical solutions.

Skills/ Knowledge:

  • Programming languages such as Visual C#/VB, Java, JavaScript and PHP;
  • Ability to work in database management systems such as MS Access, MS SQL Server, MySQL and SQLite
  • Certifications in Business Process Management or similar preferred
  • Experience managing highly sensitive information such as crime victim data, health records, or government security required.
  • Excellent listening and observation skills, demonstrated in the ability to create useful solutions for clients/partners and successfully promote adoption of information management systems among non-technical users
  • Knowledge or understanding of the information management needs and challenges surrounding anti-trafficking and safe migration initiatives in developing countries preferred
  • Ability to adapt to challenging, non-ideal circumstances
  • Demonstrated interpersonal skills, creative problem solving, and ethical management skills
  • Proficiency in English andNepali is required
  • Excellent written and oral communication skills
