Logistics & Finance Officer – Bhotekoshi Flood Response 2026

Duration: 1 September 2026 to 28 February 2027

Reports to: Logistics and Finance Coordinator

Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, academia, private sector and other key stakeholders in Nepal. Together with them, PIN Nepal has become one of the pioneer organizations advancing programmes such as landslide disaster preparedness and anticipatory action, climate and flood resilient housing, durable local solutions, climate change modelling for more inclusive and efficient local decision-making, girls and inclusive education, waste management and circular economy approaches. Scope of Work

 

The Logistics and Finance Officer is responsible for managing financial and logistics functions of the emergency response project, ensuring compliance with PIN policies, donor regulations, humanitarian standards, and Government of Nepal requirements. The position oversees financial transactions, accounting, procurement, logistics operations, warehouse management, transportation, asset management, and supply chain activities to ensure timely delivery of assistance and effective project implementation.

About the Project

People in Need (PIN) is implementing an Emergency Flood Response Project in Rasuwa District to provide timely humanitarian assistance to flood-affected communities. The project focuses on addressing immediate humanitarian needs through emergency relief, early recovery support, and the restoration of essential services while ensuring accountability, compliance, and efficient use of resources.

 

 

Key Summary of Functions

The Logistics and Finance Officer manages day-to-day finance, accounting, procurement, logistics, warehouse, fleet, and inventory functions for the Emergency Flood Response Project. The role ensures effective budget utilization, compliance with donor and organizational requirements, timely procurement and distribution of relief items, accurate financial reporting, inventory management, and proper documentation. The position acts as a key focal point between programme, logistics, finance, suppliers, local authorities, and the Country Office to support rapid and accountable emergency operations.

 

Financial Management and Accounting

  • Process payments and financial transactions in accordance with PIN policies and donor regulations.

  • Review financial documents for completeness and accuracy.

  • Maintain petty cash, cash advances, and reconciliations.

  • Process supplier invoices, staff claims, and payment requests.

  • Record and maintain accurate accounting documentation.

  • Conduct monthly bank, cash, debtor, and creditor reconciliations.

  • Support budget monitoring, forecasting, and budget revisions.

  • Assist in preparation of project financial reports.

  • Coordinate tax deductions, deposits, and compliance requirements.

  • Support audits and financial verification processes.

Procurement and Supply Chain Management

  • Support procurement processes in line with PIN and donor regulations.

  • Obtain quotations, prepare procurement documentation, and facilitate supplier selection processes.

  • Coordinate purchasing, transportation, storage, and delivery of goods and services.

  • Follow up suppliers to ensure timely delivery and quality compliance.

  • Maintain procurement records and documentation for audit purposes.

  • Ensure uninterrupted availability of essential project supplies.

 

Warehouse and Inventory Management

  • Manage storage and inventory of emergency relief items and project assets.

  • Maintain stock cards, inventory registers, and warehouse records.

  • Conduct regular stock counts and reconciliations.

  • Ensure safe storage, labeling, and tracking of materials.

  • Monitor stock levels and coordinate replenishment.

  • Implement controls to minimize losses, damages, and discrepancies.

Fleet and Transportation Management

  • Coordinate transportation of relief items, equipment, and personnel.

  • Monitor vehicle utilization, maintenance schedules, and fuel consumption.

  • Ensure compliance with vehicle safety and security standards.

  • Maintain transport records, vehicle logs, and movement documentation.

  • Support transportation planning for distributions and field activities.

 

Distribution and Emergency Response Support

  • Support planning and implementation of relief distributions.

  • Coordinate transportation and logistics arrangements for distributions.

  • Ensure proper distribution documentation and record keeping.

  • Support rapid deployment and emergency response activities as required.

  • Monitor logistics and financial risks and propose mitigation measures.

 

Compliance, Reporting and Documentation

  • Ensure compliance with PIN policies, donor requirements, and Government regulations.

  • Prepare logistics and financial reports on a regular basis.

  • Maintain organized filing systems for all finance and logistics documents.

  • Support internal and external audits.

  • Ensure proper archiving of both hard copy and electronic records.

  • Coordinate with Country Office Finance and Logistics teams.

 

Coordination and Communication

  • Coordinate closely with programme, finance, operations, and field teams.

  • Liaise with suppliers, transporters, banks, government agencies, and local stakeholders.

  • Participate in response coordination meetings.

  • Provide orientation and guidance to staff regarding finance and logistics procedures.

  • Maintain effective communication among project stakeholders.

 

Requirements

Education

·        Bachelor's Degree in Finance, Accounting, Business Administration, Logistics, Supply Chain Management, Management, or a related field.

Experience

·        Minimum 2 years of relevant experience in finance, accounting, logistics, procurement, supply chain management, or humanitarian operations.

·        Experience working in NGO/INGO projects.

·        Experience in emergency response, disaster management, or humanitarian programming is preferred.

·        Experience in inventory, warehouse, procurement, and financial management systems is desirable.

 

Required Competencies

·        Knowledge of financial management, accounting, and bookkeeping principles.

·        Understanding of procurement and supply chain management processes.

·        Knowledge of Nepal tax regulations, VAT, and TDS requirements.

·        Strong skills in inventory and warehouse management.

·        Proficiency in Microsoft Excel and financial/accounting software.

·        Strong planning, organizational, and reporting skills.

·        Excellent coordination and communication skills.

·        Ability to work independently in a fast-paced emergency environment.

·        High level of integrity, accountability, and attention to detail.

·        Fluency in Nepali and good written and spoken English

  • Willingness to travel extensively to flood-affected areas.

  • Ability to work beyond normal office hours during emergency operations.

  • Commitment to humanitarian principles, safeguarding, and protection standards.
