About the project:
WLiT is seeking a Monitoring, Evaluation & Knowledge Management Officer for the programme “Promoting Leadership of Future Generation Peacebuilders and Changemakers in Nepal”, supported by UN Women Nepal.
The programme strengthens the leadership, solidarity, and collective agency of youth with intersecting identities, especially young women, women with disabilities, and male allies, in advancing advocacy for digital safety and security, thereby contributing to sustainable and inclusive peace under the Women, Peace and Security (WPS) agenda. Delivered over 10 months at the national level and in Sudur Paschim Province, the programme combines leadership development, digital safety and online protection, gender-responsive governance, and youth-led advocacy to build a new generation of inclusive peacebuilders and changemakers.
Position Summary
The Knowledge Management, Monitoring and Evaluation Officer will lead the design and operation of the project’s monitoring, evaluation, and learning systems and manage the generation, usage, and dissemination of knowledge across the programme. The role ensures that the programme is evidence-driven, and that learning is systematically documented and used to strengthen programming. The Officer reports to the Project Lead and Executive Director and works closely with the partner, consultants, and donor focal points.
Required Qualifications & Experience
Bachelor’s degree in Development Studies, Social Sciences, Statistics, Gender Studies, Public Policy, or a related field
3+ years of relevant experience in monitoring, evaluation, and learning (MEL), and/or knowledge management within development, gender, or digital rights programmes
Demonstrated experience designing and operating MEL frameworks, logframes/results frameworks, and indicator tracking systems
Familiarity with donor-funded projects and UN/UN Women reporting and RBM is an advantage.
Experience on gender equality, digital safety/rights, youth, peacebuilding, or GEDSI-focused programmes.
Skills & Competencies
Strong command of MEL methodologies, theory of change, and indicator design
Quantitative and qualitative data collection, management, analysis, relevant tools
Skilled in data visualization and translating data into clear, accessible insights
Strong writing and documentation skills, including case studies, learning briefs, and reports
Knowledge of inclusive and feminist practices
Strong coordination, interpersonal, and organizational skills with attention to detail
Effective verbal and written communication in English and Nepali, multi-tasking, organizational, and prioritization skills are necessary
Women, people with disabilities and people from marginalized communities are encouraged to apply
Key Responsibilities
1. Monitoring and Evaluation
Develop and operationalize the MEL framework, results/logframe, theory of change, and indicator tracking matrix; design baseline, midline, and endline measurement plans and tools, integrating GEDSI approaches.
Design MEL tools and protocols (surveys, interviews, FGDs); coordinate periodic data collection across project sites; and consolidate and standardize data for the overall project.
Clean, analyze, and conduct data quality assurance; maintain a secure, well-organized project database and MEL records.
Lead and manage baseline and endline studies, including reviewing reports, methods, and tools, and outputs to ensure credible findings and recommendations.
2. Reporting, Accountability & Compliance
Prepare timely progress and indicator reports aligned with provided templates and timelines; track performance and flag variances, risks, and corrective actions.
Operate a participant feedback and complaints mechanism, and support reviews, spot checks, and evaluations.
Ensure compliance with donor visibility, accountability, and data-protection requirements; maintain audit-ready documentation.
3. Knowledge Management, Learning and Documentation
Build and manage the KM system and ensure project knowledge is handed over for institutional memory at project close
Facilitate reflection and learning sessions with the team and partners, and design and document learning/dialogue events.
Produce learning briefs, case studies, success stories, and good-practice notes; document participant journeys, success stories, and advocacy outcomes with consent and GEDSI sensitivity, working with communications to make evidence accessible.
4. Coordination & Capacity Building
Coordinate MEL/KM with the team, consortium partner(s), and UN Women focal points, including meeting agendas and action tracking.
Support work-planning and reporting with evidence and analysis.
