POSITION TITLE: Policy and Advocacy Manager (national position)

LOCATION: Kathmandu, Nepal, with frequent visits to 10 districts in central, mid-west and far-west Nepal

REPORTS TO: Deputy Chief of Party

CONTRACT LENGTH: 12 months

BACKGROUND:

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed.1 USAID’s Hamro Samman is a five-year program generously supported by the American people and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.

POSITION SUMMARY:

Winrock International seeks a Policy and Advocacy Manager to successfully lead programming to strengthen the capacity of civil society to engage in effective advocacy and outreach on counter human trafficking initiatives. The Policy and Advocacy Manager will oversee policy and action-oriented monitoring, research, advocacy and outreach activities by project staff, grantees, CSOs and international partners to strengthen local capacity to inform policy around counter trafficking in persons (CTIP) efforts in Nepal. The Policy and Advocacy Manager is part of the Hamro Samman project senior management team and will work with project partners and grantees to strengthen policy advocacy for CTIP. The Policy and Advocacy Manager will have a deep understanding of the drivers of trafficking and unsafe migration and an enthusiasm for driving the Hamro Samman project forward to achieve meaningful and sustainable impact that reduces human trafficking.

ESSENTIAL RESPONSIBILITIES:

• Oversee grants to civil society organizations to strengthen organizational capacity and technical monitoring, advocacy and outreach related to CTIP, ensuring that research informs advocacy around CTIP policy issues
• Oversee grants to local and international research organizations to engage in high-quality policy action research to inform advocacy
• Manage relationship with international research partners to develop and oversee implementation of the project’s learning agenda for human trafficking in the entertainment sector and the foreign labor migration process, ensuring wide sharing of project learning with the wider CTIP community both inside and outside Nepal
• Coordinate closely with the senior management team, government, civil society and private sector counterparts to ensure full integration and quality of activities
• Manage the policy and advocacy team
• Provide high quality, written analysis and reporting in English
• Other duties as assigned

QUALIFICATIONS:

Education: Masters degree in policy and governance, law, human rights, social justice, communications, international development or other relevant field.

Technical: Minimum 7 years’ relevant experience conducting and managing research and implementing activities specifically intended to inform advocacy and policy. Must have significant technical knowledge about CTIP and/or foreign migration.

CORE COMPETENCIES:

Professionalism: Deep technical knowledge of social, economic, and political context governing anti-trafficking and safe migration issues in Nepal and internationally. Proven experience designing and leading complex advocacy initiatives. Proven experience strengthening the organizational and technical capacity of civil society. Proven experience designing and overseeing targeted policy and action-oriented quantitative and qualitative research.

Planning & Organizing: Ability to plan work and manage conflicting priorities.

Communication: Excellent spoken and written communication skills, including the ability to liaise with technical staff and present information in a clear and concise style. Fluency in written in English and Nepali.

Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Analytical skills: Ability to analyze information and solve problems with excellent attention to detail.
