Shanti Volunteer Association (SVA), a Japanese NGO is looking for a company/firm to provide technical support (soil test, topographic survey etc.) for school infrastructure development at selected community schools in Madi and Dharmadevi Municipalities for the Project “Quality Improvement of Community Schools through Early Childhood Education and Development (ECED)”.

Duration: 1st August 2025 to 31st December 2025

Location: Madi and Dharmadevi Municipalities, Sankhuwasabha District, Koshi Province

TERMS OF REFERENCE

Purpose of the Assignment:

The purpose of this assignment is to provide technical support for school infrastructure development at selected community schools in Sankhuwasabha District. It aims to conduct preparatory works for the construction of buildings to be started in early 2026.

The assignment includes conducting technical site assessments, preparing layout plans and BoQs for two school buildings, drafting bid documents, coordinating with municipalities for design approval, and orienting the PNGO’s Engineer on relevant technical construction aspects.

Target Schools:

• Bhagwati Basic School, Ward 6, Madi Municipality, Sankhuwasabha District
• Shanti Secondary School, Ward 1, Dharmadevi Municipality, Sankhuwasabha District

Tentative Time Frame, Key Tasks, and Deliverables:

Required Qualifications:

1. Company Registration & Legal Compliance

• Registered consultancy or engineering firm with valid company registration certificate.
• Up-to-date tax clearance for 2081/82 and PAN/VAT registration.
• At least 5 years of operational experience in Nepal in engineering design, construction supervision, or technical assessments.

2. Relevant Technical Expertise

• Conducting topographic and soil surveys.
• Preparing BoQs and layout plans based on Government of Nepal school building standards.
• Construction feasibility assessments (land slope, topography, existing infrastructure, etc.).
• Developing bid documents and understanding procurement processes in line with public or donor- funded projects.

3. Human Resources

• Licensed Civil Engineer with a minimum of Bachelor’s degree (Master's preferred) in Civil Engineering and 5+ years of relevant experience.
• Surveyor/Geotechnical Engineer with proven expertise in soil testing and topographic surveys.
• Architect (if layout and design adaptation is required).

4. Familiarity with Government Standards

• Knowledge of Government of Nepal’s standard school building designs, NBC (Nepal Building Code), and DRR-compliant construction guidelines.

5. Local Experience

• Previous experience working with municipal governments and community-level education or infrastructure projects.

Desirable Qualifications:

1. Experience in Education Infrastructure

• Prior engagement in similar school construction projects or feasibility studies in rural/municipal settings.

2. Knowledge of WASH and DRR Integration

• Understanding of WASH infrastructure standards in schools and mainstreaming disaster risk reduction (DRR) features in school construction.

3. Training/Capacity Building Experience

• Ability to conduct orientation sessions for local engineers, NGOs, or municipal staff.

4. Work Experience with INGOs or Donor-Funded Projects

• Past assignments with international NGOs or development partners, including familiarity with reporting, compliance, and quality assurance. 

Technical and Financial Proposal and Legal Documents

• Technical proposal including a brief plan and timeline should be sent
• Financial proposal must be submitted with all charges for the above-mentioned deliverables including VAT signed and stamped. SVA Nepal will not support transportation, accommodation and refreshment during the travel to Madi and Dharmadevi Municipality.
• CVs and its documents of team leader for this assignment.
• Legal documents (Company Registration and other relevant registrations, PAN/VAT Registration, Tax Clearance Certificate 2081/82).
• Organization Profile and past experience certificates.
