The Sustainable Electric Transport for Nepal (SET4NPL) Project developed by GIZ and the Global Green Growth Institute (GGGI) aims to:  

1. Demonstrate the benefits of Electric Micro- and Mini-Buses (EMBs) to Public Transport Operators (PTOs) and convince them to adopt EMBs in their fleets. 
2. Replace internal combustion engine (ICE) powered microbuses (11-14 seats) and minibuses (15-25 seats) with EMBs.  
3. Encourage widespread reform towards electric vehicles (EVs) and to develop and implement viable business and financial models from EMBs in Nepal. 
4. Facilitate the strengthening of the EV and public transport ecosystems based on business and financial models. 
5. Facilitate the usage of imminent oversupply of domestic hydropower and reduce the import of fossil fuels and reduce the trade deficit. 

GIZ Nepal has been commissioned by the Mitigation Action Facility (MAF) to implement SET4NPL in August 2023. The SET4NPL project is currently in the implementation phase. SET4NPL seeks a Nepal-based contractor to take custody of, maintain, upgrade, scale and securely operate the SET4NPL e-Ticketing and digital platform, scaling from ~10–20 prototype vehicles to 3,000–5,000 EMBs Nepal-wide. Scope covers: migration to a SET4NPL-dedicated AWS (or equivalent) environment; maintenance and upgrade of the SET4NPL e-ticketing and portal; upgrade of the e-ticketing system with QR/wallet payments via NRB-licensed PSP/PSOs as the mandatory base scope, with open-loop card acceptance; maintenance of the three mobile applications (passenger, driver/conductor, PTO admin); live-location services and tiered APIs with a GTFS public feed; hardware accessories integration into SET4NPL vehicles (e-ticketing devices, GPS, immobilisers, LED route displays); and cybersecurity, M&E exports and handover to a GIZ-designated future custodian.

GIZ/SET4NPL is soliciting proposals/bids from interested companies for the services.

Eligible criteria: The company should

• be registered with the Government of Nepal and have a PAN/VAT certificate as well as a tax clearance certificate up to 2080/81.

The application should include: A copy of VAT/PAN certificate, and tax clearance certificate as mentioned under the eligibility criteria.
