Position Title: Provincial Coordinator – Health Care Waste Management
Location: Madhesh Province; Overall Support (Kathmandu Based)
Reports to: Project Coordinator (Central Office)
Duration: 9 months (with an initial probation period of 3 months)
Level of Effort: Full-time,
Duty Station:
- Madhesh Province – Janakpur / Chandranigahapur
- Kathmandu Based with extensive travel (upto 80%) to Madhesh, Lumbini and Sudurpaschim Provinces
HECAF 360 is a non-profit organization working to make Nepal’s healthcare system safe, sustainable, and climate-smart. We focus on healthcare waste management, green hospital practices, and policy advocacy to build healthier communities and a resilient environment.
HECAF360 is seeking qualified and committed Nepali professionals to support a project focused on strengthening Water, Sanitation and Hygiene (WASH), Healthcare Waste Management (HCWM), and Infection Prevention and Control (IPC) services in healthcare facilities in Madhesh Province.
The project aims to enable selected healthcare facilities to continuously improve and adapt their systems to ensure effective, sustainable, and inclusive WASH and HCWM outcomes. The overall objective is to improve public health and well-being, with particular emphasis on enhancing environmental health standards within healthcare settings in the targeted provinces.
1. Objective of the Position
The Provincial Coordinator will play a key role in implementing and coordinating health care waste management (HCWM) interventions under the WASHFIT framework across assigned provinces. The position focuses on capacity building, training, monitoring, and stakeholder engagement for improving waste segregation, recycling, recovery, and reduction practices in healthcare facilities. The Coordinator will also contribute to the development of provincial-level HCWM guidelines and ensure timely reporting and documentation.
2. Key Responsibilities
A. Training and Capacity Building
- Support the organization and facilitation of:
- Onsite training sessions on segregation, cleaning, and related practices in 39 healthcare facilities.
- Provide logistical support and ensure effective delivery of all training activities.
- Collect and compile training-related documentation, including participant attendance, pre/post-test results, evaluation feedback, and photographs.
B. Community and Facility Engagement
- Mobilize healthcare facilities and local actors for active participation in HCWM activities.
- Support behavior change communication (BCC) and awareness campaigns on safe healthcare waste management.
- Facilitate municipality and hospital-level meetings on Reduce, Reuse, Recycle (RRR) principles.
- Promote Gender Equality, Disability, and Social Inclusion (GEDSI) in all field activities.
C. Coordination and Liaison
- Establish strong working relationships with health facilities, municipal authorities, and provincial stakeholders.
- Provide technical and operational support to healthcare facilities for implementing HCWM practices.
- Collaborate with partner organizations and stakeholders for joint planning and execution of activities.
- Ensure that the field movement plan is prepared in consultation and aligned with the Project Coordinator.
D. Development of Provincial Guidelines
- Contribute to the development and finalization of HCWM Guidelines in the province in close coordination with the central team, provincial stakeholders, and experts.
- Facilitate stakeholder consultations, workshops, and technical review meetings for guideline development.
E. Monitoring, Documentation, and Reporting
- Monitor implementation progress, challenges, and achievements of HCWM and WASHFIT activities.
- Ensure proper collection of data, records, photos, and case studies from all events and facility interventions.
- Prepare and submit weekly field updates and comprehensive monthly reports to the Project Coordinator.
- Support final review, reporting, and documentation of provincial-level project achievements.
F. Monitoring and Documentation
- Submission of weekly movement plans (approved by Project Coordinator) and updates.
- Monthly progress reports (narrative + data + photos) submitted on time.
G. Final Project Outputs
- Contribution to the Final Project Review & Documentation Report, summarizing provincial achievements, challenges, and lessons learned.
- All relevant raw data, photos, attendance lists, and field evidence organized and submitted to the central office.
H. Other Duties
- Provide technical supporting and mentoring to healthcare staff on safe HCWM practices.
- Represent the project in local and provincial platforms, as delegated.
- Perform other tasks assigned by the Project Coordinator relevant to the HCWM and WASHFIT implementation.
3. Workstation and Travel Requirements
- Based in Madhesh, with frequent travel to rural and remote health facilities.
- Must be willing to travel extensively within the assigned province and occasionally outside the province when required.
4. Required Qualifications and Experience
- Bachelor’s degree in Public Health, Environmental Science, Social Sciences, or related field (Master’s degree preferred).
- At least 5 years of experience working in community mobilization, WASH, or public health programs. Solid Waste Management in Hospital will be an asset.
- Experience in organizing trainings and community-level events.
- Proven experience working in coordination with government health facilities and local bodies.
5. Skills and Competencies
- Strong interpersonal and communication skills.
- Proficiency in local language(s) of the assigned province is an advantage.
- Ability to work independently and manage multiple tasks under pressure.
- Strong reporting, documentation, and basic data analysis skills.
- Commitment to gender equality, inclusion, and participatory approaches.
6. Other Duties
- Perform any other tasks assigned by the Project Coordinator relevant to the WASHFIT implementation and community engagement.
