Terms of Reference (TOR) for developing Informational, Educational and Communication (IEC) material (such as audio-visual) to sensitize all relevant stakeholders regarding the key provisions in the National Strategy and Implementation Action Plan 2082 and other children’s rights focusing on child marriage.

1. Introduction

Girls Not Brides, Nepal (GNB Nepal) is a national network dedicated to ending child marriage in Nepal. Comprising 34 non-governmental organizations (NGOs), international non-governmental organizations (INGOs), GNB Nepal actively collaborates to address this critical issue. The network was established in 2012 and officially became part of the global Girls Not Brides movement in 2014, which aims to end child marriage around the world. Furthermore, GNB Nepal is a member of the National Action and Coordinating Group to End Violence against Children (NACG), established in each South Asian country. 

In partnership with Girls Not Brides: The Global Partnership to End Child Marriage, GNB Nepal is implementing a project entitled: “Increased Awareness Regarding the Adverse Impacts of Child Marriage and Meaningful Progress Towards Achieving a Child-Marriage-Free Nepal”.

The project aims to contribute to systemic change through a Gender Transformative Approach (GTA), working across all three tiers of government federal, provincial, and local and strengthening the network’s internal capacity. This project currently is implemented by Yuwalaya, a youth led NGO based at Lalitpur. 

This ToR outlines the objectives, responsibilities, timeline, terms and conditions, required documentation, and payment modalities for a consultant firm.  

2. Objectives

To develop engaging and accessible Informational, Educational and Communication (IEC) material (such as audio-visual) which will highlight key provisions in the National Strategy on ending child marriage 2082 and other relevant child rights framework. The audio visual aimed to support implementation efforts to end child marriage. 

3. Duration

The duration for this task is from  1st July, 2026 to 30th September, 2026.   

4. Task of the Consultant

With the support of GNB Nepal secretariat following task is expected from the consultancy firm;

  • Prepare the draft content for IEC (audio visual) focusing on the key provisions in the National Strategy and Implementation Action Plan 2082 and other children rights ( such as: Constitution of Nepal, National Child Policy, 2080; Penal Code, 2074; Act related to Children, 2075 (in a revision process) and Regulations related to Children, 2078; Local Governance Operation Act, 2074, convention on the Rights of Child (CRC), 1989  and SDG goal (2016 to 2030) focusing on child marriage in collaboration with GNB Nepal and NCRC.
  • Use simple, youth friendly language and engaging storytelling approaches to effectively reach children and adolscents, youths and communities, while ensuring the content is gender transformative and inclusive.
  • Seek input in the draft content with NCRC and GNB Nepal/GNB Global team.
  • Producing a high-quality audio visual (5 to 7 minutes) with English subtitles and professional voice-over.
  • Creating short video clips (2-3 minutes) for social media and promotional use.
  • Editing and post-production, including graphics, animations, and background music.

5. Target audience

  • Primary audience: GNB Nepal members, CSOs, all three tiers of government and child rights advocates & practitioner.
  • Secondary audience: Children and adolescnts, youth, parents and care givers, and families & communities.

7. Timeline

8. Consultancy Budgeting and mode of payments:

  • There will be one consultancy firm for developing audio visual content.
  • Payment will be made in two installemnts, 20% after submission of two deliverables and 80% after submission of all five deliverables. 
  • Payment will be provided only after satisfactory completion of deliverables and should submit  an invoice and payment request following completion of the assignment.
  • Applicable taxes will be deducted as per the rules of the Government of Nepal.

9. Confidentiality Clause

  • The Consultant acknowledges and respects that any information/ idea/ process/ financial information in the course of consultancy shall be maintained in the strictest confidence and shall not divulge/release/otherwise allow the information to be made known to any person/s who otherwise are not eligible to partake of such information.

10. Intellectual property

All edited videos and source files will remain the property of the GNB Nepal. The video editors must transfer all rights upon submission of the final deliverables and agree not to use the footage for any purpose outside this project without prior permission.

11. Qualifications

  • A minimum of 3 years of experience in documentary filmmaking, particularly within the development sectors, including planning shoots, capturing footage, video editing, and integrating subtitles, infographics, and background music.
  • Strong portfolio demonstrating successful documentary projects with NGOs and sustainability initiatives, showcasing exceptional production value and reliable delivery record
  • Experience in working in developing legal/rights based video and documentary focusing children and adolescents & youths.
  • Possesses an extensive and specialist range of (portable) video and audio equipment (e.g., cameras, lenses, lighting, audio recording, own laptop, etc.).
  • Possesses specialist video editing equipment and software to carry out the entire process of video production. 
  • Availability throughout the duration of the project is a must.
  • Excellent coordination and communication skills.
