ORGANIZATIONAL BACKGROUND:

Hilly Region Development Campaign (HRDC), Jajarkot is a non-profit, non-political, and non- governmental organization. With the main slogan “Collaboration for Sustainable Development,” it was established in 2055 B.S. and registered at the DAO, Jajarkot. It was also affiliated with the SWC in 2056 B.S. Currently, the organization is working in various districts of Karnali Province.

The organization mainly focuses on women, children, Dalits, Janajatis, persons with disabilities, and marginalized and disadvantaged communities in remote areas. HRDC has been implementing programs in health and nutrition, education, child protection, child rights, youth and women empowerment, livelihood improvement, drinking water and sanitation, and infrastructure development.

HRDC, in partnership with Save the Children, is implementing the Adolescent MNH Project in Bheri and Shivalaya Municipality, Jajarkot district, from Apirl 2026 to December 2027. This initiative aims to collaborate closely with communities, local government structures, and key stakeholders to enhance the health and well-being of parenting adolescents, mothers, and new-borns, ensuring their survival and development.

ABOUT PROJECT

To address the challenges and opportunities in adolescent MNH, the Adolescent MNH Project integrates Save the Children’s global expertise with insights from local partners. The project is designed to collaborate closely with adolescents, communities, stakeholders, and the government to improve the survival and well-being of pregnant and parenting adolescents and their new-borns. Temporarily named Action MNH until a Nepali name is co-created with adolescents, the project will be implemented in Bheri and Shivalaya Municipality, Jajarkot District, Karnali Province. This region overlaps with the project, presenting an opportunity to build upon its initiatives while prioritizing support for the most vulnerable communities.

JOB TITLE: 1 Technical Coordinator-Adolescent MNH-(1) Person

LOCATION: HRDC Head Office, Bheri Municipality-4, Garikhali Jajarkot with 70% Field visits to project locations.

Type of Contract: Annual

ROLE PURPOSE:

Under the direct supervision of Program Coordinator and Technical Coordinator-Adolescent MNH will be responsible to the overall responsible to to provide technical leadership and support to adolescent MNH project at District/ Palika level and provide overall technical backstopping with a specific focus on leading the quality-of-care component of the project including capacity transfer to the project team and government counterparts and coordination community level stakeholders. As well, this position represents to organization and project in community level and Local level.

Role Dimensions: This position is key position to lead Adolescent MNH Project through mobilization of project team to ensure the result of project under the direct supervision of Program Coordinator and Executive Director.

KEY RESPONSIBILITIES

Project planning and budgeting

  • Facilitate and support to conduct and ensure community consultation with key stakeholders and beneficiaries for assessment, planning and designing.
  • Ensure proper data collection, documentation, and dissemination on Adolescent MNH issues regularly.
  • Capacity building of project team for the effective project activity implementation in palika and community level.
  • Support for making district and Local level project plan with references of agreed MNH and Health and Nutrition project activities on monthly, quarterly basis.

Coordination, Collaboration and Networking

  • Responsible to coordinate with relevant government stakeholders at local level and other partners primarily working in the field of adolescent MNH to enhance collaborative
  • implementation responsive to the needs of Pregnant and Parenting Adolescents.
  • Ensure organizational visibility and sustainability in the Palika and community level.
  • Participate in different networks and forums and coordinate at the community level likeminded organizations for resource maximisation.
  • Conduct technical monitoring and provide technical guidance/coaching and backstopping and provide timely feedback to field level Adolescent MNH related project team.
  • Coordinate closely with SAHAYATRA-III health team and other SC project and with other actors beyond project working on improving MNH situation and develop collaboration with them to create synergies and deliver better results.
  • Harmonize, facilitate, and ensure to integrate the project components at community levels.
  • Bridge the project related information between Save the Children and organization.

Project implementation

  • Conduct technical monitoring and provide technical guidance/coaching and backstopping and provide timely feedback to field level Adolescent MNH related project team.
  • Lead the implementation of Minimum Service Standard (MSS) to identify key gaps and facilitate to develop and implementation of action plan.
  • Lead the implementation of onsite coaching and mentoring for health service providers including facilitating institutionalization of simulation-based mentoring at Palika level.
  • Lead the training need assessment and support Palikas in developing training plans to enhance readiness to deliver MNH services.
  • Lead and engage in local level advocacy to leverage resources for quality Adolescent MNH services.
  • Support to Adolescent MNH Project team for making effective work plan of project implementation.
  • Collect feedback and learning from stakeholders and other concern agencies for the program.
  • Provides day-to-day supervision of staff and works collaboratively with other SCI funded project.

Project review and monitoring

  • Support to conduct surveys, internal and external evaluations.
  • Support for preparation and submit event wise reports to PC of Organization and SCI team.
  • Ensure for the involvement of community to review program among the stakeholders and beneficiaries.
  • Participate in the project review meeting with project team to review planned activities of that month along with challenges faced and lesson learned monthly.
  • Support to conduct social audit and public hearing.

Project reporting and documentation

  • Prepared monthly project tracking and quarterly, semi-annually, and annual report and submit to Project Coordinator and updating the information related to the project.
  • Collect case studies/success story, action photos, learning, and challenges for the program documentation. Submit field monitoring reports to PC and Save the children.
  • Prepare and submit event reports, data base along with indicator surveys. Undertaken field visits for monitoring and supervision of program personnel.
  • Share the field visit reports to the line manager with area to be improved and betterment.
  • Work closely with Field officer to ensure the project progress is in track and quality set in the project documents are met.
  • Initiate corrective actions based on the feedback from MEAL and Documentation officer and Save the children.

QUALIFICATIONS, SKILLS, and EXPERIENCE

  • Bachelor’s degree in Nursing or Midwifery (Master’s degree preferred), with 2 years of experience in conducting onsite coaching and mentoring. Prior training on SBA or SHP will be considered an added advantage.
