INF Nepal, established in 1952, is a Nepali non-government organization serving Nepali people through health and development work to improve the quality of life of individuals and community as whole. The organization works in four provinces (Gandaki, Lumbini, Karnali and Sudurpaschim provinces) of Nepal to bring sustainable improvement in the health and development of individuals and communities by empowering communities, providing health care and preparing for disasters. In Community Health and Development, the major focused thematic areas are (i) livelihood and resilience (ii) disability inclusion/rehabilitation (iii) mother and neonatal child health (iv) Leprosy and NTDs. Similarly, GEDSI and climate change adaptation and disaster resilience are INF Nepal’s cross-cutting thematic areas.

INF Nepal requires the service of a qualified independent consultant to carry out final evaluation of Inclusive Health Services for People in Jumla and Mugu (IHS Project). The project has been implemented in Jumla and Mugu district with the period from 1st December 2022 to 31st December 2025. The project’s overall objective is “Inclusive and equitable use of health services by persons with disabilities in targeted areas of Jumla and Mugu district in Nepal.

INF Nepal invites Expression of Interest (EOI) from the Professional/Experts/Qualified individuals and company for above mentioned final evaluation of IHS Project, in Jumla and Mugu.

Requirements for the lead consultant/consultancy are:

1. The lead consultant must have at least 5 years of experience in the field of disability or community-based rehabilitation
2. The lead consultant must have experience in research, monitoring and evaluation of non-governmental community development structures, processes and integrated programs
3. Strong analytical skills to document project inputs and their impact in results
4. The consultant should have passed Master’s degree in relevant subject and must be able to demonstrate relevant and extensive expertise to counter disability, health and livelihood. Further, the consultant must have experience in carrying out such evaluations.
5. The consultant must have an excellent track record of interviewing/ engaging with beneficiaries
6. Consultant/consultancy should be registered in VAT, latest renewal and Tax clearance certificate.

(The individual consultant not registered in VAT can also apply, but TDS will be subjected as per government tax rule)

Interested individual or company need to submit the following documents along with name and CV of Evaluator in a sealed quotation to the office address as below.

• Cover letter expressing interest in the project for final evaluation.
• Separate Technical and Financial proposal
• Detail profile of firm and Consultant's CV
• Updated firm registration, VAT and Tax clearance certificate of FY 2080/81.
• Estimated Budget including Breakdowns.
• Term of Reference (ToR) is available in the annex below and can be downloaded.
• The above documents shall be sent in envelope in sealed form to the following address no later than 5:00 PM of 3rd September 2025 (18th Bhadra, 2082).

The INF Nepal has right to accept or reject any/all proposal partially, or entirely, without assigning any reasons, whatsoever.
