Rural Women Upliftment Association (RWUA) was established on 22 Kartik 2050 B.S. in Sarlahi District, Madhesh Province, Nepal. It is a non-governmental, non-profit social organization working as a catalyst for change in the areas of women's empowerment , child rights, child livelihood-sensitive, child protection, education, health and community development. With over 34 years of experience, RWUA has been mobilizing communities and promoting positive social transformation. The organization is women-led, with the majority of executive members being women. RWUA is committed to improving the lives of people through economic, social, cultural, and physical transformation. In partnership with various development organizations, RWUA has been implementing several development projects in Sarlahi District. Project: Samunnati (Sponsorship Program)

1. Position Title: Field Coordinator (Health and Nutrition)

Location: As per project requirement

Key Areas of Accountability

1. Program Planning and Implementation

  • Lead health-related operational planning and budgeting for the health theme under MB and DIP.
  • Contextualize project activities and plans in consultation with the Program Manager and Finance Unit for effective implementation.
  • Maintain 100% Budget versus Actual (BvA) compliance with quality delivery each month and ensure proper financial documentation.
  • Prepare partnership agreements, operational guidelines, consultant Terms of Reference (ToRs), and sustainability frameworks.
  • Support Field Supervisors in understanding activity budgets and managing expenditures effectively.
  • Develop and implement monthly action plans and support Field Supervisors in doing the same.
  • Ensure timely procurement of project materials and equipment.
  • Support the Program Manager in planning, implementation, monitoring, evaluation, reporting, and overall project management.
  • Coordinate with local governments to leverage resources and budgets for the sustainability of project activities.
  • Supervise and provide regular technical support to project staff during the implementation of project activities, trainings, and workshops.
  • Build and maintain strong professional relationships and networks with government agencies, media, civil society organizations, donor agencies, and communities.
  • Represent the project in meetings, workshops, seminars, and interactions with government agencies, NGOs, and donors.
  • Conduct regular field monitoring visits (approximately 70% of working time) using standard monitoring tools and checklists.
  • Facilitate participatory review and learning-sharing meetings with local government counterparts.
  • Assist in developing and implementing monitoring and evaluation tools to document project achievements and challenges.
  • Ensure effective preparation and implementation of the Institutional Delivery Policy in project municipalities.
  • Facilitate AFS certification in both working municipalities.
  • Conduct Budget for Children analysis and facilitate regular meetings with government stakeholders to increase investment in child-focused services.
  • Support local governments in implementing Child Friendly Local Governance (CFLG) guidelines, action plans, declaration processes, and post-declaration support mechanisms.
  • Conduct policy reviews and facilitate dialogues with stakeholders, including children and youth, at local, provincial, and national levels.

2. Field Monitoring, Coordination, Data Collection, and Reporting

  • Conduct regular field visits to monitor project activities and provide coaching and supervision to project staff.
  • Document and compile research findings, best practices, lessons learned, success stories, and case studies.
  • Lead and support the programme manager in developing monitoring and evaluation tools.
  • Maintain regular coordination with national, district, and municipal-level stakeholders for effective project implementation.
  • Review and verify data collected by field supervisors to ensure accuracy and consistency.
  • Prepare thematic reports and support the programme manager in preparing monthly, quarterly, semi-annual, and annual reports.
  • Organize monthly monitoring activities using programmatic checklists and provide clear recommendations.
  • Follow up on community-based monitoring registers and support updating the Monitoring/Issue Logbook.
  • Track health-related policies and guidelines of working municipalities to ensure alignment with project interventions.

3. Monitoring

  • Track and update thematic activity progress against project objectives and timelines.
  • Monitor project activities for cost-effectiveness and efficiency.
  • Collaborate with local governments to ensure sustainability and innovation in health and nutrition interventions.
  • Conduct participatory reviews and learning-sharing meetings with local government counterparts.
  • Work closely with the Administration and Finance Team to ensure audit compliance.
  • Prepare monitoring reports after field visits and share findings with relevant stakeholders.
  • Assist in developing monitoring and evaluation tools to document project achievements and challenges.

4. Evidence Generation

  • Produce and disseminate IEC materials, policy briefs, factsheets, and learning materials related to health and nutrition.
  • Document innovative approaches and evidence of project impact and achievements.

5. Representation

  • Represent RWUA in health-related forums, meetings, workshops, trainings, and seminars as assigned.
  • Ensure project activities are endorsed and reflected in local government plans and budgets.
  • Follow the organizational chain of command and comply with all organizational policies, including the Zero Tolerance Policy.

6. Other Responsibilities

  • Perform both development and humanitarian roles during emergencies.
  • Undertake additional tasks assigned by the Line Manager under the Sponsorship Program portfolio.
  • Demonstrate and promote the "Do No Harm" principle in all activities.
  • Ensure all OPMIS activities are updated monthly and maintain hard-copy records based on SCI templates.
  • Prepare and submit monthly reports in both hard and electronic copies.
  • Support organizational reporting requirements and organizational events such as AGM, assessments, and reviews.
  • Develop at least one case story or success story each month, along with process documentation.
  • Conduct surveys and develop health profiles.
  • Ensure integrated programming and coordination across all outcomes and sectors.
  • Support proposal development and proposal-writing processes.

Required Skills and Competencies

  • Strong skills in logical framework (Logframe) development and results-based monitoring.
  • Excellent computer skills, including MS Word, Excel, PowerPoint, and other relevant applications.
  • Strong communication, analytical, documentation, and report-writing skills.
  • Basic proficiency in spoken and written English and Nepali.
  • Strong project management skills. on MNCH/Health & Nutrition 
  • Knowledge of monitoring and evaluation, research methodologies, and documentation.
  • Strong analytical and problem-solving abilities.
  • Ability to coordinate and collaborate effectively with government agencies, CSOs, and other stakeholders.
  • Experience in data analysis and reporting.
  • Knowledge of child rights, human rights, safeguarding, and SDG-related issues.

Qualifications and Experience

  • Bachelor's Degree in:- BSc Nursing, PBN, (BPH with PCL Nursing/Health Assistant). Must be registered with the relevant professional council, such as NNC, NHPC, or NMC.
  • A minimum of three (3) years of relevant experience at the MNCH/Health and Nutrition Officer level with NGOs/INGOs or a minimum of two (2) years of experience in a coordinator-level position.

Key Responsibilities and Duties

A. Procurement and Supply Chain

  • Assist the Logistics Officer in day-to-day procurement and supply-chain activities in line with organizational policies, delegated authorities, donor requirements, and applicable regulations.
  • Prepare and process procurement documents, including purchase requests, RFQs, comparative bid analyses, purchase orders, contracts, and related records.
  • Maintain and regularly update the procurement tracker and follow up on pending procurement actions to ensure timely delivery.
  • Maintain an updated supplier/vendor database, including registration, contact, performance, and compliance information.
  • Support market assessments, supplier identification, quotation collection, contract administration, and establishment of Framework Agreements as required.
  • Ensure procurement documentation is complete, authorized, properly filed, and readily available for audit and review.
  • Assist in monitoring supplier performance, delivery timelines, quality, and compliance with agreed terms.

B. Goods Receiving, Dispatch and Documentation

  • Check received goods against approved procurement documents to verify quantity, quality, specifications, and condition.
  • Maintain supporting documentation, including delivery notes, waybills, goods received records, invoices, SRF, OSL, PSL, TSL, and other applicable logistics documents.
  • Check goods before dispatch and ensure required documentation is complete and authorized.
  • Report shortages, damages, discrepancies, or other delivery issues promptly to the Logistics Officer.
  • Support proper storage, handling, documentation, and distribution of goods in accordance with organizational procedures.

C. Warehouse and Inventory Management

  • Assist in managing field office stores, including operational, training, and program supplies.
  • Maintain accurate stock records and support regular physical counts, reconciliation, receipts, issues, transfers, and balances.
  • Monitor stock levels and advise the Logistics Officer on replenishment requirements.
  • Support safe, secure, and appropriate storage and preservation of supplies.
  • Maintain inventories of expendable and non-expendable equipment and office assets.

D. Fleet and Vehicle Management

  • Arrange vehicles based on approved requests and program requirements and ensure proper documentation of vehicle movements.
  • Maintain accurate vehicle logbooks, fuel records, and fleet utilization information.
  • Support regular vehicle servicing, repairs, insurance, registration, and safety requirements.
  • Track fuel consumption and assist in preparing periodic fleet and fuel reports.
  • Promptly report vehicle maintenance, safety, or operational issues to the Logistics Officer.

E. Office Administration and Facilities

  • Assist in maintaining office cleanliness, safety, security, facilities, equipment, and properties.
  • Coordinate routine repairs and maintenance with service providers, technicians, landlords, and other relevant parties.
  • Support logistical arrangements for trainings, workshops, meetings, conferences, field visits, and other official activities.

F. Finance and Administrative Support

  • Maintain and operate petty cash in accordance with approved financial procedures and delegated responsibilities.
  • Assist with Journal Vouchers (JVs), tax-related documentation, vendor payments, authorized bank-related transactions, and other financial support activities.
  • Verify and maintain required stamps, approvals, and supporting documents.
  • Ensure finance and logistics records are properly organized and available for verification, audit, and reporting.
  • Maintain confidentiality of financial, personnel, procurement, and other sensitive information.

G. Records, Data and Reporting

  • Maintain organized physical and electronic filing systems covering procurement, logistics, fleet, warehouse, assets, administration, and personnel records as assigned.
  • Ensure documents, trackers, reports, correspondence, and forms are complete, accurate, retrievable, and properly archived.
  • Enter and update logistics, procurement, inventory, fleet, supplier, and program data accurately and on time.
  • Assist in preparing routine procurement, logistics, inventory, fleet, fuel, and operational reports and promptly report discrepancies or missing information.

H. Field and Program Support

  • Conduct field visits to project-working Palikas/municipalities as required to provide logistics support and follow up on operational requirements.
  • Provide basic logistics orientation to schools, health facilities, suppliers, and other stakeholders during project activities.
  • Support distributions, trainings, workshops, monitoring visits, meetings, and other program activities.
  • Coordinate with program teams and stakeholders to identify and address logistics and supply-chain requirements in a timely manner.
  • Apply the Do No Harm principle in all field and operational activities.

2. Child Safeguarding and Protection

  • Understand, promote, and comply with organizational Child Safeguarding and Child Protection Policies and procedures.
  • Maintain safe, respectful, and professional boundaries when interacting with children, communities, colleagues, suppliers, partners, and other stakeholders.
  • Support visibility and awareness of safeguarding policies, codes of conduct, and reporting mechanisms where applicable.
  • Immediately report suspected safeguarding concerns, abuse, exploitation, harassment, or misconduct through established organizational channels.

6. Education and Experience

  • Minimum Qualification: 10+2 qualification with at least 2 years of relevant experience in logistics, procurement, supply chain, administration, or operations, preferably with an NGO/INGO.
  • Experience in procurement, supplier coordination, inventory/warehouse management, fleet management, field operations, and donor compliance will be an advantage
