About the project

Creating Opportunity for Youth in the Digital Economy (CODE) is a European Union–funded project implemented by Swisscontact in consortium with Restless Development and the Robotics Association of Nepal. The project commenced in January 2026 and will run until December 2028. It aims to inclusively equip young women and men with the digital skills, knowledge, and opportunities required to succeed in an evolving job market.

Through targeted digital skills development and innovation initiatives, the project seeks to improve

  • foundational digital literacy,
  • enhance employability, and
  • promote entrepreneurship pathways to address digital exclusion.

It will also connect youth to digital job platforms, co-working spaces, and startup financing opportunities, while strengthening the capacity of local governments and CSOs to deliver gender-responsive and digitally inclusive interventions.The project is being implemented in Madhesh and Gandaki Provinces in close coordination with local governments, civil society organisations, academic institutions, and private sector actors.

About the role

Restless Development Nepal is seeking to recruit a talented individual as a CSO and Youth Engagement Expert to support the implementation and coordination of youth engagement activities relating to the project CODE.

Job title:  CSO and Youth Engagement Expert

Location: Swisscontact Office, Lalitpur 

Salary: NPR 16,051,896 Gross per annum (In addition, other benefits include health insurance for self and dependents, as well as communication bill reimbursement as per the organization's policy)

Preferred start date: May 2026

Length of contract: 1 year (Possibility of the extension as per work performance)

Reports to: Programme Manager

Key Responsibilities

Programme implementation ( 50%)

  • Take the lead role in coordinating  and implementing the Creating Opportunities for Youth in Digital Economy (CODE) project-Lead the Restless Development components. 
  • Facilitate strong communication and coordination at field and central level as per project requirements.
  • Day to day work with consortium partners, government mechanisms, and stakeholders. 
  • Ensure the project planning and delivery are in compliance with the donors, and consortium partners alignment.
  • Ensure the targeted activities and milestones are timely delivered. 
  • Deliver standard presentations to the partners and government with consistent networking. 
  • Enhance youth engagement components through community engagement or stakeholder engagement and outreach.
  • Provide technical support to Civil Society Organizations (CSOs) for the advocacy, campaigning and capacity building.
  • Take responsibility for effective preparation, implementation, management and monitoring of the Restless Development component in the CODE project. 
  • Coordinate and lead the CSOs recruitment process. 
  • Participate in the development of CSOs advocacy and campaigning.
  • Actively participate to support grassroots youth-led CSOs to facilitate field level activities.
  • Ensure that key stakeholders at the local level have a clear understanding of the CODE programme and other Restless Development programs.

Monitoring and Reporting (15%)

  • Work closely with the project Monitoring and Evaluation Officer for the project monitoring tools.
  • Ensure the third parties grants activities are timely delivered, reported and verified. 
  • Provide feedback to the CSOs on reporting and documentation.
  • Enhance capacity of CSOs on reporting and documentation.
  • Plan and execute monitoring visits.
  • Develop a programme report, support in donor reporting and internal quarterly and annual reports
  • Support M&E and Communication Officers to produce case studies and field stories.
  • Track project impacts, ensuring compliance with donor requirements.
  • Represent Restless Development  Nepal to partners and donors at meetings and during field visits.

Finance Management (15%)

  • Timely review of the budget expenditure and ensure that the allocated budget is in alignment with the approved activities. 
  • Work closely with the finance team ensuring the programme expenses and process are in line with the donor and government complaints.
  • Work closely with the Team Leader -Swisscontact, Programme Manager- Restless Development and finance team for budget planning, re-forecasting and review. 
  • Support finance team during financial reporting,  monitoring and verification process.
  • Ensure that financial management is undertaken according to the organization policy and donor requirement.
  • Ensure timely disbursement of funds to the CSOs and also the timely settlement of the disbursed fund.
  • Provide support during the project audit process.

Partnership Management (15%)

  • Manage 25 CSOs for the timely execution of the action plan, timely both finance and narrative reporting and campaign management. 
  • Provide technical support, mentoring and network opportunities that enable local youth and CSOs to learn, groom and execute the action plan. 
  • Build and maintain effective partnerships with all key stakeholders. 
  • Support on partnership events and activities to raise the profile of the programme and organization.

Other duties (5%)

Other duties as required. Occasionally working on weekends, and holidays for which time off in lieu can be taken as per organisational policy.

Skills and experience

Essential

  • Graduate-level Degree in a relevant field of study ( social work, sociology, development studies, digital marketing etc)
  • At least 3 years of working experience in the programme unit. Preferred working experience with local consortium partners.
  • At least three years of experience in advocacy and campaigning on youth agenda.
  • Ability to lead coordination and work with consortium partners in a multicultural team.
  • Ability to maintain professional relationships with consortium partners and stakeholders.
  • Experience managing CSOs and a team of young people. 
  • Ability to frequent travel in project working geographic areas.
  • Strong understanding of digital literacy and employment. 
  • Experience of working with diverse local partners and local stakeholders.
  • Excellent in both project management and budget management skills.
  • Ability to take a decision for the project smooth planning and execution.
  • Demonstrated integrity, values and a strong work ethic.
  • Demonstrated problem solving skills.

Desirable

  • Interpersonal skills, leadership skills and communication Skills.
  • Report writing, and documentation
  • Working experience with young people.
  • Working experience with local CSOs. 
  • Willingness to work with consortium partners on a day-by-day basis.

What we do for you

Remuneration

We are proud to commit to a transparent salary scale ensuring a fair and comparable system of pay across all global locations. In addition to salary, we offer pension contributions and other benefits in accordance with the local Hub.

We are offering Rs 1,194,056 Annual Basic Salary for this position.

(The remuneration for this role is fixed and non-negotiable)

We are offering NPR 16,51,896/- annual Gross salary for this position. (Inclusive of Basic, 8% HRA, 20% SSF, Lunch Allowances and Dashain allowances).  In addition, other benefits include health insurance for self and dependents, as well as communication bill reimbursement as per the organization’s policy.
