Sub-national Dialogues to Inform Nepal’s Youth Strategy

About the Programme

The British Council in partnership with the National Youth Council (NYC), invites applications from qualified organisations to support the delivery of Sub-national Dialogues that will inform Nepal’s forthcoming long-term youth development strategy under the next Youth Vision.

In August 2025, the Government of Nepal introduced the National Youth Policy 2082, marking a major shift in Nepal’s youth development agenda. Alongside this, Youth Vision 2025 concludes this year after a decade of implementation. The evolving socio-economic landscape- including, rising unemployment, migration pressures, and climate-linked vulnerabilities- underscores the need for youth strategy that is inclusive, evidence-based and addresses urgent needs and aspiration of young people.

This initiative aims to bring provincial and local stakeholders together to contribute their first-hand insights, priorities, and experiences to shape Nepal’s next phase of youth strategy. 

Purpose

To share priorities of National Youth Policy 2082 and generate evidence-based insights and perspectives from provincial and local stakeholders-including emerging youth voices, to inform Nepal’s forthcoming youth development strategy.

Key Objectives

  • Strengthen policy understanding and ownership among provincial and local governments by familiarising them with the mandates, principles, and implementation pathways of the National Youth Policy 2082, while also reinforcing youth participation systems through the establishment or revitalisation of youth committees or councils at provincial and local level.
  • Facilitate inclusive multi-stakeholder dialogue-including youth representatives to ensure that diverse perspectives contribute to the framing of Nepal’s next long-term youth vision.
  • Identify and submit actionable policy recommendations through dialogue, that can inform the forthcoming “Youth Vision” strategic framework.

Eligibility Criteria:

Applicants must fulfil the following criteria to be eligible for selection under this programme:

  • Be a registered Non-Governmental Organisation / Not-for-profit organization in Nepal, working in different provinces of Nepal. 
  • Either be a youth CSO or have project implementation experience in the field of mobilising youth on social issues and youth related policy dialogues.
  • The organisation must have a valid registration certificate from the Government of Nepal and have been registered for at least 2 years. 
  • Have a valid Tax Clearance Certificate last fiscal year (FY 2081/82), or approved time extension letter from Department of Inland Revenue (IRD) 
  • Have sufficient technical and financial capacity within the organisation to ensure transparent, responsible use of funds and project delivery. 
  • The partner will undertake the British Council Due Diligence assessment.
  • The partner will have the operational systems and capacity to report against the project progress and the budget expenditure.
  • Have existing standard financial, procurement and HR policies.
  • Have an existing safeguarding policy.
