Objective

To provide expert knowledge of the education sector in Nepal to inform the design of a school building programme at municipality level in four districts (Dhading, Gorkha, Nuwakot, Rasuwa) 

Background

Mott MacDonald is currently implementing a DFID-funded Post-earthquake recovery project (Purnima) in Gorkha, Dhading, Nuwakot and Rasuwa Districts. The programme aims to create long-term positive change in the lives of people in earthquake-affected regions of Nepal. The five-year long program (2017 to 2022) comprises the following five output areas, 

  • Output 1 : Support and capacity building to Government at central, district and local level for reconstruction planning and implementation.
  • Output 2 : Reconstruction of priority rural infrastructure, including water supply, foot trails, bridges, and schools. 
  • Output 3: Analysis of, and interventions to address constraints to the private sector, including access to finance, supply of labour, local and imported materials, and transport for construction.
  • Output 4: Managing a Challenge Fund to leave no-one behind in the reconstruction effort, and to restore livelihoods and access to services for the most vulnerable. 
  • Output 5 : An evaluation and learning component

Objective

Output Area 2 of the programme will include a sub-project to design and build approximately 30 schools in the programme’s implementation districts. 

Reporting to the Schools Infrastructure Advisor (SIA), the Education Sector Expert will:

  • Advise on and set up meetings with relevant stakeholders in the education sector that should be consulted in designing the sub-project;
  • Provide background data and input on selection of schools to ensure they respond to local needs and priorities; consider demographic and migration influences on short, medium and long-term demand for school buildings; and the local legislative and policy environment on provision of schools. 
  • Advise on how the design and selection of the schools can be made to meet programme objective of “leave no one behind” (reaching the most poor and vulnerable populations) and “build back better”;
  • Advise on how to integrate the sub-project with the Government’s requirements and capacity on software aspects at national and local level (teachers, training, materials, disabled access, health and safety, etc
  • With the SIA, meet with possible implementation/construction partners and advise on most effective implementation modalities for the construction, considering for example community building models, local NGO experience. 
  • With the SIA, provide a final recommendation on which schools should be built, where and how by the programme, including financial arrangements.

Person specification

  • At least 15 years’ experience in the education infrastructure sector in Nepal at policy/management level 
  • Excellent understanding of education infrastructure priorities and challenges in rural areas of Nepal 
  • Excellent understanding/experience of post-earthquake reconstruction in the education sector in Nepal 
  • Excellent communications skills in English and Nepali (written and spoken)
