Background & Project Description: 

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India - helping to spur investments, and accelerate economic growth.  The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins. 

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal (MCA-N) entity. This position will assume a critical role in the success of MCA-N. 

Position Objective: 

The Human Resources (HR) Specialist, under the supervision of the Human Resources and Administration Manager, is responsible for the execution of recruitments, tracking of attendance and maintenance of MCA-N personnel files, and the logistics support for Human Resources-related activities and meetings. 

Duties and Responsibilities: 

Human Resources Systems & Management 

  • Execute recruitment activities from posting job vacancies to scheduling of applicant interviews, and contracting, ensuring proper documentation and timely delivery against MCA-N programmatic and operational personnel needs  
  • Track attendance of staff and contracted personnel, and ensure that information are entered accurately for payroll and benefits administration, and contract compliance processes 
  • Inform staff and managers of Human Resources processes ensuring information is complete to build an informed interaction that facilitates the fulfillment of requests and strengthens compliance with Human Resources guidelines 

Recruitment & Staffing 

  • Maintain files for all MCA-N personnel ensuring the security, currency, and confidentiality of information 
  • Responsible for providing smooth transition and on-boarding of new staff 
  • Provide training opportunities that will improve performance and also accountability and leadership qualities of staff  

Administration & Compliance 

  • Document issues and best practices to help inform process improvement activities  
  • Be the custodian of key systems for accountability such as time-keeping, attendance, leave balance and others 
  • Safeguard confidentiality, privacy and integrity of HR related matters such as Grievance procedures 
  • Ensure Administration support to staffs with a conductive environment for workplace that protects the staffs’ well-being, health, safety & security  
  • Capacity Building & Staff Development 
  • Provide training, support and advice on performance management and staff development plans  
  • Organize materials and logistics for internal and external MCA-N staff development and engagement activities, and Human Resources meetings 
  • In conjunction with line Project Managers, organize and lead workshops, retreats and continuing learning to boost morale, productivity and performance  

Performance Management 

  • Ensure a transparent, fair and accountable performance management and evaluation plan is in place 
  • Monitor the evaluation processes at each and every staff 
  • Provide guidance and advise as they carry out evaluations 

Requirements (Education, Experience, Technical Competencies): 

  • Bachelors’ Degree (Required) from a recognized institution in Human Resources Management, Business Administration, Business Information Systems, Public Administration, Economics, Social Sciences, Humanities or equivalent fields 
  • Five (5) or more years of cumulative work experience preferred (accumulated after acquisition of Bachelor’s Degree) in a human resource function 
  • Maintain confidential information and privacy of staff 
  • Must hold high degree of integrity, ethics, code of conduct and exercises good judgment
