Project overview

Mott MacDonald has recently been appointed by the UK Department for International Development (DFID) as the Technical Assistance Provider for the “Nepal Climate Change Support Programme Phase 2 (NCCSP2), led by the Ministry of Forests and Environment. NCCSP was designed with an aim to ensure that the poorest and most vulnerable communities in Nepal are able to adapt to the effects of climate change. NCCSP2 will operate in Municipalities in Province 5, Karnali Province and Sudur Pachhim Province respectively. The aim of NCCSP2 is to:

  • Support the poorest and most vulnerable communities and local enterprises in western Nepal to become more resilient to the impacts of climate change;
  • Use participatory, evidence-based processes to identify long-term adaptation priorities; and integrate these into Government of Nepal’s planning and policies;
  • Build capacity of Government of Nepal to finance, design and deliver adaptation interventions;
  • Improve coordination of community-based adaptation interventions and generate evidence that can improve the quality of future adaptation planning.

The objectives of the Technical Assistance to NCCSP2 is to support and build the capacity of the Government of Nepal to deliver the programme. The TA to the NCCSP2 comprises of 4 objectives:

  1. Help the Government of Nepal (GoN) to deliver the programme effectively, efficiently, and economically through the provision of technical expertise
  2. Reduce the fiduciary risk associated with the programme
  3. Strengthen the capacity of the GoN to plan and implement climate change adaptation programs today and in the future
  4. Share learning from NCCSP2 with others and lead the coordination of partners working on climate change adaptation in Nepal

Job Description

  • Support Municipality technical teams in the shortlisting, climate risk screening and selection of potential climate resilient development schemes
  • Ensure climate and disaster risk considerations are integrated into the planning and design of different infrastructure projects
  • Facilitate, coordinate and quality assure several technical assessments of potential climate resilient schemes, including feasibility, detail design and cost-estimation, preparation of bidding /contract documents etc.
  • The technical job may include hydraulic and structural designs, field layouts, planning and execution of detail surveys for a variety of rural infrastructures scattered over a wide area of the Municipality.
  • Guide on technical aspects for ensuring Operation and Maintenance (O&M) is integrated into planning
  • Coordination with Municipality level team members for devising detailed implementation plan
  • Provide technical information and support for preparation of a variety of reports of TA activities.
  • Carry out other relevant technical and management tasks as instructed

Candidate Specification

Required competencies and experience

  • Bachelor’s degree in Civil Engineering.
  • Minimum 10 years of professional experience in civil engineering
  • Demonstrable experience in integrating climate change into design and construction of infrastructure projects
  • Prior experience in remote areas, in sectors like irrigation (canals/ponds), WATSAN, landslide/riverbank protection structures (bioengineering) etc. in rural and semi-urban contexts.
  • Experience in usage of computers and software packages (MS Word, Excel, and PowerPoint) are a must.
  • Professional experience in AutoCAD, hydraulic/structural design software, use of electronic survey equipment
  • Strong communication, interpersonal and leadership skills, but also a team player with the willingness to learn and support the learning of others.
  • Fluency in written and oral communication skills in English and Nepali is essential.
  • Energetic to work in remote areas with limited facilities
