Company Description

SNV Netherlands Development Organisation is a non-profit, international development organisation with headquarters in the Netherlands and operations in 36 countries. Since SNV opened its first Asia office in Nepal in 1980, we have been able to reach out to more than 4 million people in some of the poorest pockets in far-western and other parts of Nepal. Our team operates in 34 districts through a country office in Kathmandu and various project offices across the districts. Starting from 2011, SNV has designed scalable and impact-oriented programmes within four sectors that are aligned with the Government of Nepal’s development priorities. The three key sectors SNV works in are Agriculture, Renewable Energy and Water, Sanitation and Hygiene. Recently SNV has started working in creating opportunities for youth employment as well.

SNV started its operations in Bhutan in 1988. Since then, SNV has been designing scalable and impact-oriented programmes within the Agriculture, Energy and Water, Sanitation & Hygiene sectors in Bhutan. SNV operates under a country agreement with the Royal Government of Bhutan (RGoB), ensuring that all activities align with the country's national development priorities. Through its country office in Thimphu, SNV currently provides support to 11 districts.

Changes in the donor context have increased the involvement of private sector in development activities through partnerships. SNV Nepal/Bhutan recognizes the value of engaging the private sector and would like to work more strategically and systematically with private sectors. While SNV has been involved quite a bit in the past in working with the private sector we think that a number of lessons could be learned and a new type of positioning is required to respond to the new reality in Nepal and Bhutan. As such SNV would like to undertake an assignment to develop a private sector engagement strategy. The strategy would also look into the possibility of private sector contributing to the activities which would further attract donor interest with the aim of getting to a win-win situation to support poverty reduction in Nepal and Bhutan.

Job Description

Objective of the task

The main objective of this assignment would be develop a private sector engagement strategy for SNV allowing to better position for new donor opportunities.

We envision the following components:

  • A deepened understanding of current private sector operations and potential for better engagement (including private sector co-funding/investments)
  • The strategy would take into consideration different donors requirements and identify scope/potential(RVO, Netherlands government, DfID, Switch Asia)
  • Takes stock of the recent developments, SNV’s new strategy and sectors
  • Takes stock of current practices, instruments and lessons learned in PSE especially in Nepal ad Bhutan
  • To map different types of partnerships between private sector and SNV and other relevant organisations working in the same field
  • To better recognize and prepare for private sector opportunities, improve the quality of private sector engagement design, and make better decisions about when and how to engage private sector partners
  • Clear suggestions of what activities could be undertaken jointly
  • Clear suggestions which private sector actors could be worked with within the three sectors of SNV (this would also include OYE).

Activities:

  • Need to get information from different private sector actors and overarching organisations including the FNCCI and Bhutan Chamber of Commerce and Industry (BCCI)
  • Need to identify some of the private sector actors that would fulfil the requirements of SNV
  • Need to understand and identify the interest areas of private sectors in Nepal and Bhutan that converge with SNV interests (and requirements)
  • Need to understand existing policies and rules and regulations for organisations like SNV to work with the private sector

Output:

a report of no more than 20 pages with the different components as listed above plus a list of potential private sector actors SNV could engage with to achieve further provate sector engagement.

Qualifications

  • Master in economics, MBA or similar and at least 10 years of private sector engagement
  • Thorough understanding of poverty alleviation and the functioning of international organisations
  • Strong analytical and writing skills
  • Thorough understanding of the private sector in Nepal, its modalities of operations, strengths and weaknesses
  • Clear understanding of what it takes to develop a private sector engagement strategy based on demonstrable previous experience
  • Based in Nepal or Bhutan would be an asset OR previous experience in these countries
