Background & Project Description:  

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India - helping to spur investments, and accelerate economic growth.  The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins.  

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal (MCA-N) entity. This position will assume a critical role in the success of MCA-N.   

Position Objective:  

As a member of MCA-N Senior Management Team, the Deputy Executive Director/Chief Executive Officer (DED/DCEO) for Project Delivery will be responsible for leadership and management of MCA-N staff implementing the Electricity Transmission Project (ETP) and Transportation Project on the Nepal Compact. The Deputy Executive Director will also provide guidance and support to the Executive Director /Chief Executive Officer (ED/CEO) on the execution of Compact projects and cross-cutting sector activities, and to ensure sound coordination and project management in achieving Compact targets. The incumbent will ensure that appropriate resources, and MCA-N internal policies, are aligned with the achievement of work plans within agreed-upon time lines and budgets. 

Duties and Responsibilities:  

  • Oversees and leads Project Managers and Quality Assurance Managers responsible for multi-disciplinary teams implementing the Electricity Transmission Project (ETP) and the Transportation Project to achieve all Compact goals 
  • Advises and oversees Project Managers and Quality Assurance Managers to undertake all project management tasks including financial management through developing and monitoring budget and implementing quarterly fund disbursement processes; procuring and managing consultants and works contractors ; developing and managing work plans ; and establishing and monitoring quality assurance and control frameworks 
  • Leads and ensures appropriate progress, coordination, collaboration and synergy with the ED/CEO and DED of Management to ensure exchange of relevant information, and to identify issues and risks, assess impacts and develop mitigation strategies   
  • Through coordination with ED/CEO and DED/DCEO for Management, ensures that MCA-N resources required for the ETP and Transport Project are available and applied in order to achieve project goals;  
  • In coordination with Project Managers and Quality Assurance Managers, builds the ETP and Transport Project teams through recruitment, training and development, and performance management of staff to ensure a capacity to deliver the Projects’ objectives 
  • Makes recommendations and provides strategic guidance for the projects and cross cutting sectors development and implementation 
  • Leads and maintains regular communications and good partnership with MCC to support projects operation 
  • Ensures continuous improvement of projects and implementation efficiency in the Project Delivery team  
  • Leads in formulating, coordinating, and recommending of issues to address to the Board of Directors, which includes preparation of the implementation plan, budget, Compact program activities, and subsequently, and through the ED, endorses these to the Board of Directors for its approval  
  • Provides oversight and works closely with Project Managers and Quality Assurance Managers to ensure compliance with MCC, Government of Nepal and other relevant guidelines and procedures 
  • Leads and be responsible for coordinating the preparation of periodic reports related to the ETP and Transportation Project that are required by MCC and the Board of Directors  
  • Assists the Executive Director in representing the MCA-N and its Compact program to the Nepali public and MCA-N’s partners/stakeholders 
  • May act as officer-in-charge in the absence of the ED/CEO; and 
  • Performs other tasks and special projects as assigned by the ED/CEO 

Requirements (Education, Experience, Technical Competencies):  

  • Bachelor’s Degree (required) and Master’s Degree preferred from a recognized institution in one of the following or equivalent fields: Electrical Engineering, Electrical Power Engineering, Electronics Engineering, Civil Engineering, and Mechanical Engineering 
  • Experienced senior manager with proven record including at least 10 years’ cumulative experience (accumulated after acquiring Bachelor’s degree) in project/program development and implementation. Internationally-recognized project management credentials would be an advantage  
  • Experience with technical infrastructure development projects in electricity or transportation sectors is required, with overall budget of at least US$ 20 million and at least fifteen (15) personnel management  
  • Minimum 10 years’ demonstrated cumulative experience (accumulated after acquiring Bachelor’s degree) building teams and managing staff to ensure effective project implementation. Managing a team of project managers who in turn manage multi-dimensional projects, manage consultants and construction contractors, and prepare reports and performance reviews on a regular basis 
  • Demonstrated project management experience and proven management skills  
  • Multilateral donor funded projects in the directly relevant sectors will be preferred 
  • Familiarity with donor-funded development projects in Nepal or another similar developing country is an advantage 
  • Proven record in high level facilitation and negotiation and experienced developing and preparing strategies and in their implementation 
  • Familiarity or experience with monitoring and evaluation, environment and social performance or gender development. Capable of building and maintaining productive relationships with a range of stakeholders, including Government officials, communities, NGOs, education institutions, private sectors and international donors 
  • Excellent command of English and Nepali, both written and spoken, is essential ;  
  • Good information technology skills 
  • Proven coordination and management skills and experience, especially in projects with multi-disciplinary components 
  • Excellent strategic thinking, facilitation and negotiation skills 
  • Has high integrity and exercises good judgement 
  • Excellent interpersonal and communication skills, and demonstrated ability to effectively interact and collaborate with people in multidisciplinary teams as well as work across departments, divisions and institutions  
  • Has capability to be flexible to respond to changing requirements
