Background & Project Description:

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India - helping to spur investments, and accelerate economic growth.  The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins.

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal (MCA-N) entity. This position will assume a critical role in the success of MCA-N.

Position Objective:

As a member of MCA-N Senior Management Team, the Deputy Executive Director/Deputy Chief Executive Officer (DED/DCEO) for Management will be responsible to lead day-to-day management of MCA-N, provide guidance and support to the ED/CEO on the execution of Compact projects and cross-cutting sector activities, and to ensure sound coordination and project management in achieving Compact targets. The incumbent will ensure that appropriate resources, and MCA-N internal policies, are aligned with the achievement of work plans within agreed-upon time lines and budgets.

Duties and Responsibilities:

  • Leads day-to-day project workflows across the Management unit
  • Leads and works closely with the Managers on quarterly fund disbursement processes for each project for a comprehensive and timely submission
  • Provides project oversight and works closely with the Managers to develop, update and implement work plans
  • Leads and ensures appropriate progress, coordination, collaboration and synergy with the ED/CEO, DED/DCEO of Project Delivery, and General Counsel to ensure exchange of relevant information, and to identify issues and risks, assess impacts and develop mitigation strategies
  • Makes recommendations and provide strategic guidance for the projects and cross cutting sectors development and implementation
  • Leads in formulating, coordinating, and recommending of issues to address to the Board of Directors, which includes preparation of the implementation plan, budget, Compact program activities, and subsequently, through the ED/CEO, endorses these to the Board of Directors for its approval
  • Leads and be responsible for coordinating the preparation of periodic reports related to the program that are required by MCC and the Board of Directors
  • Assists the Executive Director in representing the MCA-N and its Compact program to the Nepali public and MCA-N’s partners/stakeholders
  • May acts as officer-in-charge in the absence of the ED/CEO
  • Performs other tasks and special projects as assigned by the ED/CEO

Requirements (Education, Experience, Technical Competencies):

  • Bachelors’ Degree (required) and Master’s Degree preferred from a recognized institution is desired in following or equivalent fields: business administration, finance, international development, development finance, economics, banking, statistics, commerce, chartered accountancy, international affairs, public policy, public administration, corporate law, Social Science, or a technical/engineering field
  • Experienced senior manager with proven record in a senior management position in project/program development and implementation
  • Internationally-recognized project management credentials would be an advantage
  • Minimum 10 years’ demonstrated cumulative experience (accumulated after acquiring Bachelor’s degree) building teams and managing staff to ensure effective project implementation
  • Managing a team of minimum of fifteen (15) direct reports such as project managers who in turn manage multi-dimensional projects, manage consultants and construction contractors, and prepare reports and performance reviews on a regular basis
  • Multilateral donor funded projects in the directly relevant sectors will be preferred
  • Familiarity with international development in Nepal or another similar developing country and/or a strong background and experience in designing or implementing similar projects is an advantage
  • Proven record in high level facilitation and negotiation, and experienced developing and preparing strategies and in their implementation
  • Familiar or have experience in monitoring and evaluation, environment and social performance or gender development
  • Capable of building and maintaining productive relationships with a range of stakeholders, including Government officials, communities, NGOs, education institutions, private sectors and international donors
  • Excellent command of English and Nepali, both written and spoken, is essential
  • Good Information Technology, computer skills
  • Proven coordination and management skills and experience, especially in projects with multi-disciplinary components
  • Excellent strategic thinking, facilitation and negotiation skills
  • Has high degree integrity, ethics, and code of conduct and exercise good judgement
  • Excellent interpersonal and communication skills, and demonstrated ability to effectively interact and collaborate with people in multidisciplinary teams as well as work across departments, divisions and institutions
  • Has capability to be flexible to respond to changing requirements
  • Values the continuous improvement and learning, and committed to mentoring and coaching;
  • Is results-focused
