Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of Reference (TOR)

BACKGROUND

Outplacement is the support service provided to individuals who are exiting the business (involuntarily) to help former employees transition to new jobs and help them re-orient themselves in the job market.

This is either delivered through individual one-on-one sessions or in a group format. Topics include career guidance, career evaluation, job search skills, targeting the job market, resume writing, interview preparation, developing networks, and negotiation.

OBJECTIVES

To deliver the outplacement service to provide following services through practical advice, training materials and workshops:

•To support individuals seeking a new job, starting a new business, retire or structure a portfolio of activities.

•Assist individual in achieving success in their career transition through one to one career guidance

•Considering the career direction and options for the future.

•Job search techniques within and outside of Oxfam.

•Reviewing and compiling C.V. and covering letter.

•Routes to the job market - advertisements and networking.

•Interview techniques.

•To prepare to face various recruitment and selection challenges with higher confidence.

Scope of Services and Tasks and Activities to be completed

Outplacement Service will basically include 2 packages:

1.Outplacement Support Training

2.One to one career counselling

1)Expected delivery for All Level Staff: Outplacement Support Training

  • Confidence building techniques

  • Job searching strategies

2)Expected delivery for All Level Staff: One to One Career Counselling

This support service is targeted to those employees who may not be happy with their career and planning to change it and not sure where they want to go. In this process, the counsellor provides expertise to participants who has limited knowledge and experience on career choices, job market industry and job searching techniques. The counsellor provides participants with industry information and advice the participants to find a job in directive way where career coach goes deeper to reflect on participant’s self-discovery and visionary exercise.

DELIVERABLES

This service will provide exiting employees with the structure and guidance towards their new career option, and preserves the morale of those who remain in the organization who see that colleagues are given the necessary support when they leave the organization. The participants will be confident in writing effective resume, acquire the latest trend in the job market, learn new techniques of preparing and handing interviews, enhancement on English speaking skills, etc.

Participants will also receive career guidance and counselling, career evaluation, analyzing job market and interview preparation which helps to analyse gap between job market requirements and availability and reviewing as well as developing their career plan.

The trainers will be generating reports for sessions/individuals by evaluating through one to one session or in a group and conduct the feedback session at the end of the training. The report to be submitted to reporting line manager at the end of the training.

Key Competencies

•A registered institution with experienced professional for session delivery

•Experience in facilitating training.

•Knowledge and expertise on CV writing and interviewing skills.

•Knowledge of latest trend in the job market

•Experience and expert in coaching and counselling.

Reporting line manager

Reporting to HR Officer and supervised by HR Coordinator.

Duration:

The assignment is expected to start in 1st week of March 2019 and be finalised by no later than 25 March 2019.

1.Outplacement Employee Support Program

Duration: 2 days’ session

2.One to one career counselling

Duration: 2-3 hrs per participant.

Number of participants will vary for all above trainings, as per nomination from the line manager. Venue and lunch for consultant will be managed by Oxfam.

Terms of Payment

100% of the total amount will be paid after the completion of the assignment as per the TOR i.e. upon submission of the report and after receiving acknowledgment of satisfactory completion of assignment from respective hiring manager.

Response

The Consulting VAT Registered Individual/Firm should submit a proposal to Oxfam by 18 February 2019 via mail to consultancy_nepal@oxfam.org.uk , clearly mentioning the title of assignment in thei email subject line.

Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work.

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
