Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

 Conducting Survey Design and Monitoring of Construction Quality of Community Water Supply System 

Background

Oxfam has been implementing water projects in Nuwakot, Dhading, Gorkha and Lalitpur to rehabilitate and reconstruct earthquake damaged water systems since 2015. As of now, 150 water systems have been completed benefitting 112,000 marginalized and vulnerable population living in rural and remote locations.  Oxfam received funding from UKAiD to improve access to safe drinking water for next 5 years in earthquake affected districts. Oxfam has a team of water and sanitation experts to support its implementing NGO partners. NGOs are district based and have engineers and community mobilizers. 

This Terms of Reference (ToR) is developed to solicit consultancy services from a qualified consultant (individual/institution) to undertake selection, detailed feasibility assessment, design estimates, drawings, preparation of BoQs along with report of water supply schemes when such services are required by Oxfam in 4 districts. The location of this survey are various Gauplikas in 4 districts.

Objectives of the Assignment

The objective of the assignment is to select water supply schemes that covers 5,000 to 25,000 beneficiaries in total, conduct detailed survey, design, cost estimates, drawings, list of item wise materials as well as specification of materials, labor and preparation design reports of those selected water supply schemes in 4 districts. 

Scope of Services and Tasks and Activities to be completed

  • Selection of Water Supply Schemes in various Gaupalikas of above mentioned districts to cover 5,000 to 25,000 beneficiaries in consultation with local government. 
  • Conduct detail survey of the selected Water Supply Scheme with community engagement and prepare design, cost estimates, drawings list of item wise materials as well as specification of materials, labour and preparation of BOQs of selected water supply schemes along with the design reports in prescribed format. 
  • Ensure accuracy of source measurement by dry season standards, quality assurance of survey and design prepared in terms of location of scheme components including air valve and wash outs, check validity of data surveyed; triangulate and verify where needed by community engagement.
  • Manage all required human resources, survey equipment’s and tools to carry out the detail survey. 
  • Ensure that technical aspects along with social dynamics, gender, social inclusion issues are well documented during the detail survey by ensuring effective participation during community consultations. 
  • Submit scheme selection and design report of all individual water supply systems in prescribed format.
  • Identification and justification of all the standard, technical norms and Codes to be used, Land registry information and list of required permits
  • A detail budget of each water supply scheme containing labour, material, equipment costs and professional services required.
  • Design of non-standard structures, schematic layout and intake and catchment protection measures and details. 

 

 Task 1. Preparation of Survey design estimate and design report

  • Identify location and methodology and work plan in consultation with Oxfam 
  • Prepare all tools, equipment and logistic necessary for the assignment.
  • Undertake field visits in the locations prescribed by Oxfam.
  • Prepare and submit scheme selection report and design report based on standard template prescribed by Oxfam in Nepal.  
  • Finalize and submit the report incorporating comments from OXFAM in Nepal. 

 Task 2: Review of design report

The consultant will review scheme selection report and design report. The design report includes, technical and budget information of a water system. 

Expected Deliverables

Inception Report:  The report shall contain the detail of the methodology and work plan along with the list of water supply Scheme for targeted number of population.

Draft Report: The draft report shall contain the design and Estimate of all the WSS separately along with all the required drawing and social data as per the prescribed format (please collect the reporting format from Oxfam). Provide comprehensive report with reliable survey data, design and BoQ and referring current district rate, recommendations to support in smooth implementation of the projects. 

Final Report: With the incorporation of necessary suggestion and feedback from OXFAM, the consultant will submit the final report in same format of Draft report or with other necessary change that is agreed later.  

Reporting Line Manager

This work is to be delivered to National WASH Technical Lead and work together with District Team Leader. Scope and outputs will be signed off by National WASH Technical Lead to ensure full delivery and timeliness.

Duration: Start date and completion date

The estimated input of the consultant is for 30 days in between February 17, 2018 to March 15, 2018. The consultant will be kept as a rooster and will be mobilized in the districts as per the need.

  • Cumulative or one time procurement of service of NPR 1 lakh or more – VAT required

Confidentiality / Non disclosure

  • Oxfam reserves the right to accept & reject if any
  • Oxfam will evaluate not only in bidding amount but also appropriateness of CV. 
  • The output is treated as Oxfam’s property.
  • Oxfam will charge additional Tax and VAT at source according to the government policy.
  • If any disputes arise, both parties will sit together and settle down in mutual understanding and agreement or otherwise free to seek the legal treatment.

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
