Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Hiring a consultant for Web Based Software & Mobile Application Development for Solid Waste Management (SWM) in Birendranagar Municiaplity, Surkhet 


Background

Oxfam has been working in Nepal for over 30 years and continues to work in three inter-connected thematic areas – 1. Resilience and Climate justice 2. Gender Justice 3. Water Governance. Oxfam’s vision for Nepal is “a just society without poverty, in which all women and men live a life of dignity, enjoy their rights and assume their responsibilities as active citizens of Nepal”.

Oxfam is implementing Sustainable WASH project in Birendranagar Municipality together with Environment Development Society (EDS) and Birendra Nagar Municipality focusing on Solid Waste Management. The project aims to harness technology to strengthen municipal solid waste management system and optimize resources from waste in Birendranagar municipality in Surkhet district. One of the major outcomes of this project is to develop a software/application for the municipality and private sector for management solid waste and capacity building to use the software. 

Objectives of the Assignment

The objectives of the assignment are;

a) Design/develop web-based software/database application to manage solid waste for the entire municipality that allows three types of interface for local government comprising 16 wards, private sectors collecting waste and communities.  

 b) A mobile application in Android& IOS platform for the municipality.

C) Capacity Building of municipality staffs, private sector and partner organization to use software


Scope of Services and Tasks and Activities to be completed

The overall scope of this consulting assignment is to a) design/develop web-based software/database application to manage solid waste for the entire municipality that allows three types of interface for local government comprising 16 wards, private sectors collecting waste and communities and b) a   mobile application in Android& IOS platform and Capacity building to use the software to approximately 30 people including municipal staff, private sector and private staff.

Activities will include, but may not be limited to, the following: 

1. Create a software that helps to keep the data of households/hotels/commercial/institutional buildings, their status on having waste segregation bins, monthly fee payment and other attributes that is recommended by the municipality and the project team.

2. Create an interface for private sector/municipality to have the log of daily waste collection, types of waste, types of equipment’s use, number of workers, number of bins in public place, number of households segregating waste etc.

3. Develop a mobile application for Android and IOS system that can be easily set up by municipality, private sectors and communities. 

4. The mobile application must have mechanism for public to capture picture of people throwing waste haphazardly or the uncollected waste and send the photo to software, so that municipality can track the person for penalty. 

5. A mechanism to link the web-based information with the existing GIS map of the municipality, so that municipality can integrate information with GIS based solid waste management planning.  

6. A mechanism to send alerts, reminders, notice, suggestion between communities, private sector and municipalities on waste management.

7. Integrate basic waste segregation information, how to reuse, recycle, compost and dispose materials and other waste management awareness program in the mobile application. 

8. Link the location of recyclables collection place and solid waste management infrastructure using maps.

9. Mechanism for municipality/private sector to provide waste collection schedule (type of waste and days) to the general public 

10. Testing of software and mobile application in the municipality 

11. Capacity building to use the software to approximately 30 people including municipal staff, private sector and private staff. 

12. Travel to Surkhet for initial consultation, testing of software and capacity building. 

13. The consultant must provide annual maintenance, operational & troubleshooting support for at least 3 years.

This work is to be delivered to the Resilience and Climate Justice Program of Oxfam in Nepal and overseen by Thematic Lead – Resilience and Climate Justice and coordinated by Technical Coordinator- and IT Coordinator/Officer .

Duration: Start date and completion date

The assignment is expected to start on 15 July   2020 and be finalized by 1, October 2020.

Note: Oxfam had a plan to start the work from 15 July 2020. Due to technical problems and other factors, Oxfam decided to cancel all received proposals from the first notice.

Oxfam has issued the second notice for the same activity and requesting all competent consultant firms to submit the proposal with all requested documents as below within/before 5:00 PM on 22 July 2020.


Detail Budget breakdown

Note: The maximum budget ceiling of this activity is NPR 2,077,167.00. So, please submit the proposal based within this ceiling.

Terms of Payment

Payment will be made in three installments. First installment 20% at the time of contract upon submission of satisfactory work plan of the assignment, 40% second installment after installation/ testing of app in municipality and 40% last installment upon completing two days training to selected participants by municipality and upon the completion of assignment as per this Terms of reference with full satisfaction evaluated by hiring manager. Expenses related to travel, accommodation and per diem will be reimbursed on as per the actual basis. Time-sheet must be submitted with invoice.

      •          Detailed budget sheet with breakdown 


Response

The Consulting VAT Registered Firm should submit the proposal to Oxfam by 22 July 2020 before 5 pm via mail to consultancy_nepal@oxfam.org.uk, clearly mentioning the title of assignment in the email subject line and not exceeding 15 MB.


Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non-disclosure / confidentiality agreement as part of their undertaking of this work. 


Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
