The Nepal Health Economics Association (NHEA) is a leading non-governmental, non-profit professional organization established in 1998, committed to advancing the field of health economics and supporting evidence-based health policy in Nepal. We are excited to invite applications from qualified and motivated professionals to join our team for several ongoing and upcoming projects. Our work focuses on health economics, financing, policy, and health systems, often in collaboration with the Ministry of Health and Population (MoHP), academic institutions, and international technical partners. Positions are available on a part-time or full-time basis, with flexibility to be discussed during the recruitment process.

Ongoing and Upcoming Projects

Project 1: Priority Setting for Universal Health Coverage (UHC) in Nepal (Ongoing)

Implemented in collaboration with the Bergen Centre for Ethics and Priority Setting in Health (BCEPS) at the University of Bergen, Norway, and funded by NORAD, this project supports Nepal’s progress toward Universal Health Coverage (UHC) by 2030. Undertaken under the aegis of the Ministry of Health and Population (MoHP), the project is closely aligned with the objectives of Nepal’s National Health Financing Strategy (NHFS).

The project seeks to enhance the efficiency, equity, and financial risk protection of the health system by:

·      Supporting the prioritization and redesign of Nepal’s Essential Health Care Package (EHCP) based on evidence and health system needs

·      Strengthening national capacity in health economics, including health financing, priority setting, and economic evaluation

Project 2: The Lancet Commission on Investing in Health – Nepal Chapter (Nepal CIH) (Anticipated)

This upcoming project will establish a Nepal Chapter of the global Lancet Commission on Investing in Health (CIH), following the launch of the Global Health 2050 report at the 2024 World Health Summit in Berlin. Centered around the theme “Spending Wisely in Health,” the Nepal CIH initiative will generate actionable, context-specific recommendations aimed at improving population health outcomes and enhancing financial risk protection.

The project will conduct a comprehensive analysis of Nepal’s health system performance and financing landscape. Key areas of focus will include:

·       Mapping current health spending patterns and assessing allocative efficiency across disease areas and interventions

·       Evaluating the technical efficiency of healthcare service delivery at various levels of the health system

·       Conducting background analyses on population health status including burden of disease and probability of premature death

·       Assessing the extent and drivers of financial risk protection in the country including equity analysis

·   Engaging with stakeholders to translate evidence into policy recommendations for redesigning Nepal’s health financing architecture

·       Strengthening capacity of young professionals on health financing

The project is expected to begin soon and will run for an initial period of two years, contributing to long-term reforms in health financing and strategic resource allocation in Nepal.

Project 3: Developing Feasible Metrics for Tracking Mental Health Policy Implementation (Anticipated)

This international research project aims to strengthen mental health systems in resource-limited settings by developing and validating practical indicators for monitoring mental health policy implementation. In partnership with institutions in Nepal, Uganda, and Colombia, the project seeks to:

·       Identify high-priority, feasible indicators linked to routinely collected data

·       Collaborate with local stakeholders to assess the relevance and applicability of these indicators

In Nepal, the project will work closely with the MoHP, local health institutions, and mental health policymakers to adapt global tools to the national context and identify ways to integrate them into existing data systems.

Positions to be fulfilled:

1.       Position: Research Fellow: 1

Qualification and Competencies:

·       Master’s degree in public health, Health Economics, Economics, Policy Sciences, Epidemiology, or related field.

·       At least 3 years of experience in research, policy analysis, or health financing.

·       A proven track record of academic publications might substitute mandatory experience in the point above.

·       Demonstrated ability in research coordination, stakeholder engagement, and scientific writing.

·       Experience in academic publishing, policy briefs, and research dissemination.

·       Proven ability to lead interdisciplinary teams and multi-stakeholder projects.

·       Analytical skills using R, STATA or relevant software will be an added value.

2.       Position: Research Associate: 1

Qualification and Competencies:

·       Master’s degree in public health, Economics, Statistics, or a related field.

·       At least 3 years of experience in research and data analysis; research management and implementation. A strong stakeholder engagement ability and ability to work with different levels (federal, provincial and local level) of actors.

·       A proven track record of academic publications might substitute mandatory experience in the point above.

·       Prior experience in research publishing, technical writing, and stakeholder engagement.

·       Familiarity with Nepal’s health policy and systems context.

·       Experience in qualitative research will be an added advantage.

3.       Position: Consultant Research Associates: 2

Qualification and Competencies:

·       Master’s degree in public health, Economics, Statistics, or a related field.

·       At least 3 years of experience in research and data analysis. A strong stakeholder engagement ability and ability to work with different levels (federal, provincial and local level) of actors.

·       Prior experience in consulting, technical writing, and stakeholder engagement.

·       Familiarity with Nepal’s health policy and systems context.

4.       Position: Research Assistants: 2

Qualification and Competencies:

·       Bachelor’s degree in public health, or a related field.

·       At least 2 years of experience in research implementation.

·       Fresh master’s in public health graduates with some prior experience on research are welcome to apply.

·       Prior experience in research publishing, technical writing, and qualitative research will be an added advantage.

·       Familiarity with Nepal’s health policy and systems context.

5.       Position: Finance and Administration Manager: 1

Qualifications and Competencies:

·      Master’s degree in finance, Business Administration, or similar field, CA/ACCA/CFA preferred.

·   Minimum 8 years of experience in financial management, preferably with 3 years of minimum experience in donor-funded projects or INGOs/NGOs.

·       Sound knowledge of Nepali financial regulations, procurement, and tax compliance.

·       Expert in all MS-Office applications and accounting software.

 

6.       Position: Finance and Administration Officer: 1

Qualifications and Competencies:

·       Minimum bachelor’s degree in finance, Accounting, or Business Administration.

·       At least 3 years of experience in accounting or financial support roles.

·       Familiarity with Nepali financial and procurement systems.

7.       Position: IT and Web Development Support Consultant:1

Qualifications and Competencies:

Minimum bachelor’s degree in information technology, Computer Science, or related field.

Experience in web development, product development, IT support or system administration. Proven track record of recent product delivery will be an added advantage.

Experience managing hybrid work environments and implementing basic cybersecurity protocols.

8.       Position: Knowledge Management and Communication Consultant:1

Qualifications and Competencies:

Master’s degree in mass communications, or any other related field.

At least 5 years of experience in knowledge management, communication, community engagement or related field.

Excellent language proficiency both in Nepali and English.

Experience working with a multi-disciplinary team.
