The Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and child health program.

Well-functioning supply chains are critical in ensuring timely availability of quality health commodities including family planning and reproductive health commodities. With an increased emphasis on localization and collaboration with the local private sector, it is important to understand what factors drive and enable outsourcing and what challenges and barriers may prevent or limit outsourcing. Under the Family Planning and Reproductive Health (FP/RH) Task Order 3, (TO3), the project is seeking a local consultant to serve as a local resource to provide coordination and networking support in Nepal. This local consultant will support the TO3 international consultant in making connections with the MOH, Central Medical Stores and other stakeholders.

The TO3 Local Consultant will be responsible for:

       Providing coordination, logistics and networking support to the International Consultant in engaging with the Nepal Ministry of Health, Central Medical Stores, 3PL providers, and other stakeholders to collect information on government outsourcing

cations of Consultant: The consultant shall meet the following qualifications: 

       Experience with supporting USAID-funded project management and operations.  

       Experience working with and collaborating with donor-funded project offices, engaging with senior managers from ministries of health, central medical stores (CMS), local and international implementing partners.

       Excellent understanding of the local supply chain landscape in Nepal.

       Experience in providing logistical support including but not limited to coordinating meetings, engaging with government, donor agencies, local organizations, and private sector entities such as 3PL providers involved in supply chain management

       Excellent English writing and communications skills.

       Willing to travel locally for this assignment.

The anticipated assignment duration is about 10 days, which will take place between May 1, 2024, until July 31, 2024.  

This assignment will likely require local travel within Nepal.  

The GHSC-PSM TO3 Director, or a delegate, will serve as the supervisor for the assignment.
