Conscious Society for Social Development (CSSD) is a non-political, non-partisan, profitless secular local level human welfare non-governmental organization established in 2057 B.S and registered in District Administration Office Kailali and affiliated with Social Welfare Council. From the time of its establishment, CSSD has undertaken various projects in some of the remotest parts of Kailali district. The organization is actively working in the areas of Disaster Risk Reduction and advocacy, education, livelihood, community development, community empowerment, and capacity development.

CSSD is currently implementing Community Based Disaster Risk Reduction (CBDRR) with the financial and technical support of World Vision International Nepal (WVI Nepal). The project is focused on supporting the vulnerable population of the disaster-affected municipalities in Tikapur Municipality, Bhajani Municipality and Janaki Rural Municipality of Kailali District to develop preparedness and response capacities from the continuous impacts of the disasters prevalent in their municipalities.

This term of reference (TOR) is developed to solicit support services from qualified individuals or organizations to develop advocacy toolkit that will serve as a practical guide for community members, local level governments, community leaders, and other stakeholders involved in DRM activities in Nepal for mainstreaming and integrating DRR into development plan. 

(A) Consultancy services:

The consultant will be responsible for developing an advocacy toolkit aimed at mainstreaming and integrating disaster risk management (DRM) activities identified in DRM plans into the local level planning and budgeting process of Nepal.

(B) Application procedure:

Consultancy firms or individuals are required to submit the following documents: 

• Letter of interest 
• CV specifying organizational/ individual capacity statement relevant to the development of advocacy tool required within the deliverables which includes objectives and method with detailed timeline.
• Financial proposal for the service required.
• Relevant supporting documents including a technical proposal (not more than 3 pages)
• Copy of registration certificate/latest tax clearance for firm and copy of PAN (for an individual)
• Sample of previous document or publication of a similar nature
