Details / requirements:

Street Child of Nepal invites Expression of Interest (EOI) for filmmaking and documentary shooting about Livelihood Support Programme under the Marginalized No More project funded by the FCDO. The detailed terms of reference are as follows: 

Terms of Reference (ToR)

I.        Project Locations: Mahottari, Dhanusha, Siraha, Saptari, and Sunsari 

II.       Project Background and its rationale

It has been three years since Street Child of Nepal (SCoN) has been implementing Marginalized No More (MNM) project in five districts (Mahottari, Dhanusha, Siraha, Saptari and Sunsari) of Terai, Nepal. The aims of the MNM project are to transit into enterprise and provide skilful training to the Musahar girls aged 15 to 18 years to create opportunities for self-employment. On the other hand, Musahar girls aged 10 to 14 who have been dropped out of school or have never attended one are to be enrolled in a formal school to continue their formal education. The Musahar girls aged 15 to 18 who participated in the project, which had a target population of 3500, would have to transition into a livelihood to increase their income through establishing and implementing businesses and enterprises.

The project has been implementing since 2019 targeting Musahar girls aged 10 to 18 years through intervening three components such as Accelerated Learning Programme (ALP) which aims on teaching and learning. Literacy which helps to read and write in Nepali Language, and Numeracy, which helps girls to recognize up to three-digit number and helps to calculate simple operations of addition, subtraction, multiplication and division for their business transaction. In addition, the project also teaches life skills components that was designed for increasing the girls' knowledge, attitude, and behaviour on the relationship building among the family and community; preventing from sexual and communicable diseases; improving reproductive health; knowledge on personal health and hygiene, providing knowledge on human and child rights, accessing to services from the government and private sectors for the essential documents such as vital registration; securing and safeguarding. These types of life skills knowledge and practices strengthen family cohesion and create an enabling atmosphere in the home and community, as well as help families make better use of their resources and reduce family expenses. After the ALP and Life Skills intervention, the livelihoods component supports to the girls that includes financial literacy, skills training and cash grant in kinds for establishing enterprise.  

The local NGOs have been involved in project's implementation such as ASAMAN for ALP component, JWAS for Life Skill component and SAHAS for livelihood component. The total target of the project is 7872 Musahar girls aged 10 to 18 years. A total of 4342 Musahar females between the ages of 15 and 18 have been recorded as beneficiaries of the livelihood component. A total of 2120 Musahar females have been continually running their own businesses in their neighbourhoods.

The girls who want to establish her business enterprise have to participate in financial literacy classes, involve in counselling, develop business plan and participate skill training. As per the market research of the local area, girls' interest, and locally available resources, the girls' business plan develops individually or jointly. On the basis of analysed business plan from the committee comprising of three members in which representing from the partner, SCON and communities, the plan is approved and provided skill training relevant to do the enterprise. After approval of the business plan, the project supports cash grant in kinds for establishing and enterprises. Having done all the process of above till date, a total of 771 beneficiary's girls has been implementing the enterprises of 19 kinds. The field staffs have been doing regular monitoring and collecting records of income as well as providing the counselling to the girls for motivating them to continue the business.

After three years of doing all these processes and interventions, now time has come to develop evidence of the project to show the success of the project through developing a video documentary on Impact of livelihoods. This will help to show evidence of achievement of progress to the development partner, local government for replication in the other similar communities and area and other partners to disseminate lessons learned and success story.

 

III)      Objectives of this project

The objectives of this project are to make video on the impact of the programme’s livelihood intervention on the target Musahar girls (aged 15-18), who were provided support for financial literacy, skill development training, and cash grants in the form of support for enterprise establishment.

IV)     The Key Areas/Topics for Video Documentary

The consultant to make a maximum of 10 minutes long video documentary on the impact of the Livelihood Support Program (LSP) conducted by the Street Child of Nepal across the 5 districts of Terai.

The video should cover following areas and topics

:

1.             Brief introduction of Street Child of Nepal

2.             Synopsis of Musahar community and its livelihoods

3.             The brief of projects components and coverage

4.             The process and major intervention of the Livelihood Support Programme (LSP), Interview

5.             Results of the LSP and its impact.

6.             Case studies with successes in few enterprises and some failures, interview, and stories

7.             Lessons learned and Recommendations views of partners and SCON

 

V)       Deliverables with Timeframe

                                                                                   

The consultant will be responsible for the implementation of the above-listed activities.

1.     Within a week after signing of contract, the consultant team will submit an inception with the 1st draft of Script to SCON.

2.     The field work will be completed within two weeks of periods after approval of script and inception.

3.     First draft of video will be submitted to SCON within one month of period after completion of shooting in the field as well as interviewed.

4.     Submit the second draft of video after incorporation of the comments and suggestions on the first draft provided by stakeholders and SCON.

5.     Review by SCON and Partners on second draft of Video and provide suggestion if any within one week.

6.     Finalize the final copy of video and submit within incorporating the second draft by one week of period

7.     Make a summarize copy of short videos at least of two (one for 1 minute and second for 3 minutes) as per request of SCON from the final copy of 10 minutes video.

 

VI)     Competency Expected from the Consultant: 

The service provider team should have very good competent members for this video making service provider work. There should be expected an experienced director for the video maker for the development work of the project comprising with a good camera person, script writer and editor and other required helpers for the shooting work.

The consultant team should have following skills and techniques of the video making and could submit a very good quality video on the livelihood support programme of the project. Specifically, the team

1.     Have an ample experience on the audio-visual shooting, recording, editing, and media production.

2.     Have a knowledge and skills to produce a full HD quality video as per requirements determined by Street Child of Nepal including (sound, editing, narration, and English subtitles)

3.     Have a capacity to record and use standard Nepali narration and prepare suitable background music for the video.

4.     Can develop caption the project beneficiaries’ voice from Maithili into English for subtitles.

5.     Have a working experience with marginalized communities of Terai for development work of the project.

6.     Should show strict compliance of the Street Child of Nepal’s child protection policy and safeguarding protocols during the making of the video.

7.     Have capacity to complete within the time frame in assigned date.

8.     Have a good and sound equipment for making the video.

9.     Have a good coordinating and cooperating capacity with partners and communities.
