Position Summary
We are looking for an Electrical Engineer Proposal & Procurement to support proposal preparation, cost estimation, and procurement work for electrical power projects. In this role, you will work closely with engineering, procurement, and commercial teams to prepare competitive and technically correct bids. You will also help with vendor evaluation and material procurement during project execution.
This position is suitable for an electrical engineer who is interested in proposal engineering, procurement activities, and early-stage project development for U.S.-based and international projects.
The successful candidate's role and compensation will be commensurate with their experience and qualifications, with opportunities for Lead or Senior positions for the candidates with extensive, relevant experience
Key Responsibilities
Proposal & Estimation
- Review and study RFPs, RFQs, ITBs, and related documents from clients and utilities.
- Prepare and maintain a list of potential project opportunities and support follow-up activities.
- Assist in preparing Statements of Qualifications (SOQs), including project details, technical approach, key staff information, and past project experience.
- Prepare technical proposals, scope descriptions, Basis of Design (BOD), compliance tables, and deviation lists.
- Prepare basic electrical designs such as single-line diagrams, equipment layouts, and protection concepts.
- Prepare Bills of Quantities (BoQs), Material Take-Offs (MTOs), quantity calculations, and cost estimates.
- Support value engineering, risk review, and constructability checks during the bidding stage.
Procurement & Vendor Coordination
- Prepare technical specifications, data sheets, and requisition documents for electrical equipment.
- Send RFQs to approve vendors and subcontractors and respond to technical questions.
- Carry out Technical Bid Evaluations (TBE) and assist with Commercial Bid Evaluations (CBE).
- Review vendor offers and checks compliance with contract requirements and utility standards.
- Support contract award activities, Notice to Proceed (NTP), and purchase order (PO) preparation.
- Coordinate with vendors on delivery schedules, lead times, FAT/SAT, and material expediting.
Project Support & Documentation
- Assist in preparing contract technical documents, scope limits, and interface details.
- Support change orders, RFIs, submittals, and shop drawing reviews during project execution.
- Keep project documents well organized according to QA/QC and document control procedures.
- Work closely with engineering, procurement, and international teams to meet project deadlines.
Required Qualifications & Skills
- Bachelor’s degree in electrical engineering or related field.
- At least 2 years of experience in proposal engineering, estimation, or procurement for U.S.-based or U.S.-standard projects.
- Basic understanding of power systems such as substations, transmission and distribution, renewable energy, or BESS.
- Experience in cost estimation, quantity take-offs, and vendor evaluation.
- Good knowledge of MS Excel, Word, and PowerPoint. Knowledge of MS Project or Primavera P6 is a plus.
- Good coordination, documentation, and time management skills.
- Basic understanding of commercial terms and procurement processes.
- Good written and spoken English.
Preferred / Nice-to-Have
- Experience working with U.S. utilities or international power projects.
- Knowledge of protection and control systems, switchgear, or energy storage projects.
- Familiarity with international procurement standards and contract documents.
- Experience working with international vendors and multidisciplinary teams.
