About HAPSA Nepal

HAPSA Nepal (Health Advancement Programs to Serve All) is a non-governmental organization registered with the Social Welfare Council of Nepal, working to strengthen the chain of emergency care across the country.

HAPSA Nepal's programs include the Nepal Life Savers Program (CPR, choking response, and AED initiatives, including Nepal's first out-of-hospital cardiac arrest registry), the Poison Centre Collaborative (a 24/7 poison information service operated in partnership with Dhulikhel Hospital), rural trauma and emergency care strengthening, point-of-care ultrasound training and research, and emergency medicine education and exchange. HAPSA Nepal works in partnership with hospitals, municipalities, academic institutions, professional associations, and international collaborators to build locally led, evidence-informed emergency care capacity in Nepal.

Position Summary

The Country Director is the senior executive leader of HAPSA Nepal, responsible for the organization's strategic, programmatic, financial, and operational leadership. The Country Director holds overall accountability for the effective implementation of HAPSA Nepal's programs, the strengthening of its organizational systems, and the responsible stewardship of its resources.

The Country Director leads and supervises HAPSA Nepal's management team, builds and maintains partnerships with government agencies, hospitals, academic institutions, donors, and communities, and serves as the principal in-country representative of the organization. The position works in close coordination with the Board of Directors, the Founder and Lead Strategist, and international partners and technical advisors to advance HAPSA Nepal's mission.

This is a leadership position for a candidate who can both manage day-to-day operations and build the institutional systems (financial, programmatic, and human resources) that allow a growing nonprofit organization to deliver on its commitments sustainably.

Key Responsibilities

1. Strategic Leadership and Organizational Development

• Provide overall strategic leadership for HAPSA Nepal and ensure alignment of all programs and operations with the organization's mission, values, and long-term vision.
• Lead the development and implementation of annual work plans, organizational priorities, and program growth strategies.
• Translate HAPSA Nepal's strategic objectives into practical, measurable country-level actions with clear owners and timelines.
• Identify opportunities for program expansion, institutional development, innovation, and strategic partnership.
• Support the Board of Directors in governance, planning, and organizational strengthening, and ensure timely reporting to the Board on organizational performance.

2. Program Management and Implementation

• Oversee the planning, implementation, monitoring, and reporting of all HAPSA Nepal programs, including the Nepal Life Savers Program, the Poison Centre Collaborative, rural trauma and emergency care initiatives, point-of-care ultrasound work, and related research and registry activities.
• Ensure programs are implemented on time, within budget, and in accordance with organizational standards, donor agreements, and applicable national requirements.
• Provide managerial and operational guidance to program teams to ensure quality, accountability, and measurable public health impact.
• Promote evidence-based programming and continuous improvement across all areas of work.

3. Partnership, Government, and Stakeholder Engagement

• Represent HAPSA Nepal with government agencies, municipalities, hospitals, universities, professional associations, donors, NGOs, and INGOs at local, provincial, and national levels.
• Serve as the principal Nepal-based focal person for coordination with international partners, technical advisors, and donors.
• Build and maintain partnerships that support collaboration, technical exchange, funding, and program development.
• Support advocacy for emergency care, prehospital response, poison information services, and health system strengthening in Nepal.

4. Fundraising, Grants, and Resource Mobilization

• Lead resource mobilization efforts, including identification of funding opportunities, development of concept notes, and contribution to grant proposals.
• Cultivate and maintain relationships with foundations, bilateral and multilateral donors, academic partners, and philanthropic supporters.
• Oversee timely and accurate donor reporting in accordance with grant agreements.
• Guide the development of a diversified resource mobilization strategy for HAPSA Nepal's long-term financial sustainability.

5. Financial and Operational Oversight

• Hold overall accountability for HAPSA Nepal's financial management, including approval of budgets, oversight of expenditure, and organizational-level financial planning.
• Ensure the organization maintains a consolidated organizational budget with visibility into total income, expenditure, commitments, and runway across all grants and programs.
• Ensure transparent financial management and compliance with organizational policies, donor requirements, and the applicable laws of Nepal.
• Strengthen administrative systems, internal controls, procurement procedures, and operational efficiency in coordination with the Operations and Finance Manager.

6. Team Leadership and Human Resource Management

• Directly supervise HAPSA Nepal's management team, including the Program Manager, Operations and Finance Manager, and Communications and Grants Manager.
• Lead, mentor, and support staff, consultants, fellows, interns, and volunteers, and ensure every team member has a clear role description, work plan, and performance review process.
• Build a professional, accountable, inclusive, and collaborative work environment.
• Build distributed leadership capacity so that program and operational decisions can be made reliably at the appropriate level of the organization.

7. Monitoring, Evaluation, Research, and Learning

• Ensure HAPSA Nepal maintains strong systems for monitoring, evaluation, learning, and documentation across all programs.
• Support research activities, including cardiac arrest registry work, program evaluations, and publications, in coordination with technical and academic partners.
• Use program data and evaluation findings to improve implementation quality and inform strategic planning.
• Support dissemination of program findings through reports, presentations, publications, and stakeholder forums.

8. Communication and Organizational Visibility

• Oversee the development of HAPSA Nepal's external communications, including reports, website content, donor updates, and media materials, in coordination with the Communications and Grants Manager.
• Represent HAPSA Nepal in public forums, conferences, and partnership platforms.
• Ensure HAPSA Nepal's work is communicated accurately, ethically, and consistently to partners, communities, donors, and the public.

9. Compliance, Governance, and Risk Management

• Ensure organizational compliance with Social Welfare Council requirements, government regulations, donor conditions, and HAPSA Nepal's own policies.
• Identify and manage organizational, financial, legal, reputational, safety, and programmatic risks.
• Ensure that safeguarding, data protection, staff safety, and ethical conduct are integrated into organizational systems.
• Maintain the highest standards of professional integrity, transparency, and accountability.

Required Qualifications

• Master's degree in Public Health, Health Management, Health Policy, Business Administration, Development Studies, International Development, or a related field.
• Minimum 7 years of progressive professional experience, including at least 3 years in a senior leadership or management role.
• Demonstrated experience managing programs, teams, budgets, grants, and organizational operations, preferably in the health or development sector.
• Strong understanding of Nepal's health system, federal and local governance structures, public health priorities, and NGO operating environment, including Social Welfare Council processes.
• Experience working with government agencies, donors, hospitals, academic institutions, or international partners.
• Proven ability to lead multidisciplinary teams and manage complex, multi-partner programs.
• Excellent written and verbal communication skills in English and Nepali.
• Ability and willingness to travel within Nepal as required.

Preferred Qualifications

• Prior experience in a senior leadership position within an NGO, INGO, public health organization, hospital-based program, or academic institution.
• Technical familiarity with emergency care, CPR/BLS training, trauma care, disaster response, poison information systems, public health research, or health systems strengthening.
• Demonstrated success in grant writing, donor reporting, fundraising, or resource mobilization.
• Experience in monitoring and evaluation, research coordination, publication, policy advocacy, or implementation science.
• Experience working with international partners, technical advisors, or academic collaborators.

Reporting Structure

The Country Director reports to the Board of Directors of HAPSA Nepal and works in close coordination with the Founder and Lead Strategist and with international partners, technical advisors, and donors. The Country Director directly supervises the Program Manager, the Operations and Finance Manager, and the Communications and Grants Manager.

Duty Station

The position is based in Kathmandu, Nepal, with travel to HAPSA Nepal program sites, partner hospitals, municipalities, and stakeholder meetings across the country as required.

Duration

The duration of engagement will be as stated in the appointment letter or employment contract, subject to organizational need, performance, funding availability, and HAPSA Nepal's policies.
