Consultant_ Vocational Training Service _Level 1 training for youths

390-hour Stone and Brick Layer Mason Training for 80 youth, and 390-hour Junior Building Electrician Training for 40 youth

Background

Strengthening Actions for Fostering Resilience through Individual, Community and Institutional Readiness in Nepal (SAFER Nepal) Project, implemented by the NRCS in partnership with the American Red Cross (AmRC), is designed to reduce disaster-related deaths, injuries, and losses by strengthening community and institutional resilience. Building on earlier initiatives such as the Paschim Disaster Preparedness Project (PDDP), SAFER was launched in 2023. The first cycle (SAFER I) successfully concluded in February 2026 supporting communities, schools, and municipalities in disaster preparedness.

The second phase (SAFER II) began in March 2026, continuing in the Achham and Bajura districts of Sudurpaschim Province, with a focus on consolidating achievements in order to make communities, schools and local governments disaster ready through raising level of intervention for graduation process. Its objective is to further enhance disaster risk management (DRM), preparedness, and response capacities across communities, schools, local governments, and NRCS subnational structures. As a result, communities and schools have become more disaster ready, vulnerable groups are better organized, awareness has increased, and community institutions such as CDMC are better equipped to take action while remaining connected to local systems and organizations.

The project districts face high risks of earthquakes, landslides, flash floods, droughts, and other climate-induced other hazards, compounded by rugged terrain, remoteness, and fragile infrastructures. SAFER Nepal hasprioritized support to 20 of the most at-risk communities and 12 schools across four municipalities; Sanfebagar and Mellekh in Achham district, and Budhiganga and Khaptad Chhededaha in Bajura district. The project emphasizes strengthening knowledge, capacity, and connectedness of vulnerable communities to better anticipate, prepare for, and respond to disasters and climate-induced risks. It also supports wards, municipalities, and NRCS district chapters and sub-chapters to enhance disaster knowledge, mobilize resources, and build capacity to foster a culture of preparedness and deliver effective assistance.

The current phase (SAFER II) project incorporates significant amounts of risk management and risk reduction measures. As part of this, it aims to deliver vocational training in mason and building electricians to selected youths from target communities and municipalities. These training will enable the graduates to build earthquake resilient houses which reduces vulnerability of local population to earthquake risks on the one hand and increases availability skill mason workers for reconstruction aftermath of earthquake in future, while also enhancing livelihoods and productivity through improved skills on the other hand. In the event of an earthquake, these trained masons will serve as key assets for resilient shelter construction saving lives. Likewise, building electricians is an important part of shelter construction with high demand of skilled human resources within and outside of the project area. Since the project area encounters long tradition of off-seasonal migration to different cities of India in lean period of a year, productivity and income of training graduates significantly increase contributing to enhancing resilience of vulnerable population in the area.
