Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992, and currently active in 22 countries globally. PIN arrived in Nepal as part of a humanitarian response to April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing, facilitating and advocating for systemic solutions that address the needs of vulnerable populations, including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. To achieve these, PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, networks, academia, private sector, media and other key stakeholders in Nepal. Together with them, PIN Nepal has been one of the pioneer organizations advancing programmes such as multi-hazard disaster preparedness and anticipatory action, durable local solutions, inclusive education and GBV prevention, community climate resilience modelling for more inclusive and efficient local decision-making, urban resilience or waste management and circular economy approaches. PIN is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy. 

RAIN has been designed to support and contribute to the overarching early action and climate resilience aims of British Embassy Kathmandu’s Resilience, Adaptation and Inclusion in Nepal programme. Project – RAIN is aimed to bring significant value and sustainable scale up to RAIN programme especially in reaching the most vulnerable and marginalised communities at risk of multi hazards in Madhesh and Lumbini provinces. To achieve this, RAIN will use evidence-based approaches to tailor implementation for building resilience in a systemic way, centred around localisation, inclusion and leveraging fiscal resources to contribute to climate resilience across differing contexts in the targeted provinces. RAIN’s two intermediate outcomes will focus on 1) enhancing community resilience, 2) strengthening governmental systems in early warning (EW), early action (EA) and adaptation. RAIN supports the attainment of NDRRMA’s strategic goals to strengthen Early Action, develop multi-hazard EWS and catalyse research and innovation to develop EA plans as per National Disaster Risk Financing Strategy (2020), DRR Policy (2018) and National Strategic Plan for Action (2018-2030).

 

RAIN is built around equal and long-term existing partnerships between eligible international-national-local organisations, who bring the requisite knowledge, skills and comparative advantage. The RAIN Consortium consists of national and international partners, with People in Need (PIN) leading the initiative, supported by Dan Church Aid (DCA), Community Self-Reliance Centre (CSRC), Prerana, LI-BIRD, Youth Innovation Lab (YIL), UK Met Office, Red Cross Red Crescent Climate Centre and Czech Hydrometeorological Institute. Government collaborators include the National Disaster Risk Reduction & Management Authority (NDRRMA), the Department of Hydrology and Meteorology (DHM), and the Ministry of Home Affairs (MoHA).

 

Besides, the consortium will partner with and empower CSOs/CBOs who represent the most marginalised groups in 12 core LGs across 2 provinces. Through trainings and sub-grants, they will actively co-design and participate in EWS, EA and adaptation in their localities. The CSOs/CBOs, together with national thematic sub-leads and leads, will empower and hold accountable the subnational Local and Provincial Governments (LG, PG), together with the RAIN TA and other stakeholders, with an emphasis on ‘unlocking fiscal resources’ for EW, EA and adaptation.

 

People in Need (PIN) is inviting quotations from qualified consultants for managing grants for CBOs.

Objectives and scope of assignment

The Senior Grants Specialists will have a complete oversight on RAIN Project sub grants by ensuring and complying with donor requirements, ensuring effective grants delivery and Working closely with civil society organizations (CSO)/community-based organizations (CBOs) and RAIN consortium team members (Consortium Manager, Partnership Manager,  Safeguarding lead, CSN Coordinator, EW-EA lead, Adaptation Lead, the consultant will provide technical assistance in grants operations, capacity development and mentorship, designing interventions and grants packages, conducting due diligence, risk assessment and ensuring compliance.

 Detail of assignment

The services include, but not limited to, the following:

Ø  Facilitate enrollment of CSOs/CBOs into PIN’s CSN platform, ensuring comprehensive support on capacity strengthening, risk management, and due diligence for effective program delivery.

Ø  Collaborate closely with PIN’s CSO and Partnership Manager, Safeguarding Lead, Consortium Manager, CSN Coordinator, and DCA’s Adaptation Lead to ensure robust grant risk management.

Ø  Provide overall oversight of RAIN sub-grants, with particular focus on compliance, risk mitigation, and performance monitoring.

Ø  Lead sub-grant administration through a strategic workplan and ensure active engagement of relevant RAIN team members.

Ø  Deliver timely technical support to selected CBOs on all aspects of grant management and implementation.

Ø  Monitor field implementation and provide quality support to PIN and partner field teams, ensuring alignment with sub-grant objectives.

  Establish and facilitate weekly/bi-weekly coordination calls with PIN and partner teams to review progress, address challenges, and ensure smooth implementation.

Ø  Monitor the quality, compliance, and timeliness of sub-grant delivery in the field, and develop responsive mitigation strategies as needed.

  Ensure progress is regularly updated and accurately reflected in the project’s progress tracker, supporting data-driven decision-making.

  Play a significant role in ensuring accountability of partner organizations and teams for all aspects of sub-grant management.

  Review and align partner staff mobilization plans with sub-grant initiatives to optimize resource use and impact.

 

Ø  Supervise and mentor RAIN Sub-Grant Officers throughout grant launch, monitoring, and closeout processes, providing technical guidance and capacity development.

Ø  Prepare and manage grant packages, including pre-award assessments, grantee orientations, due diligence, compliance reviews, and risk assessment checklists.

Ø  Ensure compliance and risk management throughout the disbursement of milestone payments.

Ø  Provide institutional and technical support to local CSOs, as required, to strengthen their capacity in handling grants, with the support of PIN and consortium partners.

Ø  Lead the orderly closeout of all grants by February 2026, with complete and accurate documentation maintained across the sub-granting cycle.

 

Duration

Six Months (From Mid of September 2025 to Mid of March, 2026)

Duty Station

PIN KTM office with frequent visits to the project areas in Madhesh and Lumbini.

 

Payment Schedule

PIN will release the payment on a monthly basis based on the timesheet and assigned deliverables.

Requirements and Qualifications

·           Master’s degree in Business Management or relevant areas such as in Environment, Social sciences and Natural Resource Management. 

·           3-5 years of experience in Grant management in international organizations including diverse projects related to NbS, SRSP amongst others.

·           Excellent interpersonal skills- good communicator in both Nepali and English

·           Good experience working with CSOs/CBOs including the capacity building
