IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Terms of Reference (ToR)

for Electrical Wiring in IFRC Country Delegation, Nepal Office

1. Background

The IFRC Country Delegation, Nepal operates its office across three floors within the NRCS DM Building: Ground Floor, First Floor, and three rooms on the Second Floor. The office has been experiencing frequent issues related to electrical power supply, primarily due to inadequate control and outdated wiring. To address these issues, a comprehensive wiring management solution is required to meet the following standards and ensure a reliable power supply.

2. Objectives

The primary objective of this task is to assess the current electrical wiring and equipment load and implement necessary improvements to ensure safe, efficient, and reliable power distribution. This includes the integration of multiple power sources and the installation of safety mechanisms.

3. Scope of Work

i. The consultant will be responsible for:

  • Conducting a thorough analysis of the existing electrical wiring and equipment loads across the IFRC office space.
  • Providing detailed recommendations supported by necessary drawings and specifications.
  • Prepare detailed BOQ for installation.
  • Supervise the installation as per the BOQ and prepare final report.

ii. Power Source Management:

  • Efficiently manage three power sources:
    • NEA (National Electricity Authority) supply
    • Generator supply
    • UPS (Uninterruptible Power Supply) – to be used exclusively for essential equipment and lighting.

iii. Switching Mechanism:

  • Recommendation for Installation of mechanisms that allow for automatic and manual switching between the three power sources, ensuring continuous and seamless power supply during outages or load shedding.

iv. Safety Installations:

  • Recommendation for Installation of automatic safety circuit breakers to prevent electrical short circuits and reduce the risk of electrical shocks and fire hazards.

4. Deliverables

  • A comprehensive report on the current electrical system, including load analysis, risks, and areas for improvement.
  • Detailed designs, drawings, and specifications for recommended electrical improvements.
  • Inspect the installation as per drawings and BOQ and prepare a detailed final report.

5. Timeline

  • Above scope of work except installation and final report is expected to be completed within a week from the contract date.
  • Final report of the installation to be completed within a week from completion of installation.

6. Reporting

  • The consultant will report to the Admin Department at IFRC Nepal Delegation and provide regular updates on the progress of the project.

7. Payment term

  • Payment will be made within 30 days after completion of the installation and submission of a final report against the invoice.
  • Applicable taxes will be deducted at the source (if any) as per the rule of the Government of Nepal.

8. Application procedure:

    • VAT/PAN of the consultant firm/individual
    • Any other documents related to this consultation that IFRC requests.
