The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. American Red Cross

The American Red Cross is Supporting Nepal Red Cross Society with implementation of PREPARE Program. The overall goal of the PREPARE program is to ensure that “earthquake‐prone communities in Nuwakot, Rasuwa,  Makwanpur , Okhaddunga and Ramechapp districts to have the appropriate disaster management capacities in place, with sustained preparedness support from the Nepal Red Cross Society (NRCS) District Chapters and Local Government agencies”. The focus of the program is on preparing households, communities and institutions to become disaster ready. Current program interventions draw on the work, successes, and learnings from prior programming experience that include the earthquake recovery program, flood response, the Tayaari Program, CADRE II, and the Mahakali River Inclusive Community-Based Disaster Risk Reduction Program. The PREPARE Program is a post-recovery program that started from October 1, 2019 and ends on November 30, 2021.

       Scope of project/program

The purpose of this baseline study is to examine and document current knowledge, attitude and practice regarding disaster risk and preparedness amongst vulnerable households located in program supported areas. Baseline findings will be used to refine program design and activities as to improve the intervention strategy and will provide benchmarks to be compared with future endline results to measure program outcome.

2.2. Objectives of the baseline

                     I.            Examine and document current knowledge, attitude and practice related to DRR amongst vulnerable households in program areas.

                   II.            Observe the knowledge and practice of school student on disaster readiness information taught and prepared in school

                 III.            Use of Community Action for Disaster Response (CADRE) tool for Enhancing Community Level First Responder Capacity

       Methodologies

The baseline will be primarily based on quantitative method, household survey  and sampled schools assessment will be the key method for in-depth interview. However, some qualitative approach such as focused group discussion and key informant interview will be conducted to support the study with qualitative information. 

Following are the key deliverable for the evaluation; Final report should be submitted not later than March 20, 2020. The templates for the deliverable will be provided by IFRC/AmRC:

                              i.            Inception report

                            ii.            Finalized data collection instruments

                          iii.            Draft report

                          iv.            Final report

                            v.            All data files

 

       Required Qualifications

AmCross is seeking a competent professional(s) to undertake this study. It is anticipated that the following skills and experience will be represented:

                     i.            Demonstrated experience and expertise in the design and management of complex household surveys in Nepal

                   ii.            Demonstrated experience in training participants in survey and mobile data collection

                 iii.            Demonstrated experience in questionnaire development with mobile platforms

                 iv.            Demonstrated experience in ODK technique for data collection through tablets

                   v.            Demonstrated experience in analyzing data from stratified, clustered with disproportionate selection probabilities (including calculating weights, adjusting analysis for complex design and estimating variance using linearization and/or replication techniques)

                 vi.            Experience of survey work with similar purpose, mode and populations strongly preferred

                vii.            Professional work experience in Nepal is required

              viii.            Fluency in English and Nepali is required
