Oxfam focuses its activities on providing a comprehensive response to poverty, working cohesively in the four areas that constitute its identity: development cooperation, humanitarian action, faire trade, social mobilization, campaigns and education for global citizenship. 

Oxfam are conducting a Request for Proposal (RFP) process and invites you to submit a proposal to provide Oxfam, within their requirements, for:

TITLE: Consultancy Services on Community Disaster Readiness Graduation Assessment

Oxfam Program: Humanitarian and DRR

Objective of the assignment: The overall objective of this consultancy is to facilitate a participatory Community Disaster Readiness Graduation Assessment process by reviewing and refining graduation criteria, assessing the readiness of Community Disaster Management Committees (CDMCs), and providing evidence-based recommendations to inform graduation decisions and future programming.

To achieve this, the assignment is driven by the following specific strategic objectives:

  • Review and analyse the existing Community Disaster Management Committee (CDMC) performance indicators, including the Disaster Ready indicators, Nepal-specific programme indicators, relevant national DRRM frameworks, and selected national and international good practices to inform the graduation assessment.
  • Facilitate the development of a context-specific Community Disaster Readiness Graduation Pathway for Nepal by working closely with Oxfam, implementing partners and field teams to identify practical graduation criteria, milestones and evidence for assessing community readiness.
  • Assess the readiness of the CDMCs for graduation through document review, stakeholder consultations and selected field verification, applying the agreed graduation criteria.
  • Recommend communities suitable for graduation and provide practical recommendations for communities requiring continued support, including key transition considerations to sustain community-led disaster risk management.
  • Document key lessons, good practices and recommendations to inform future phases of the SCOPR programme and support wider learning on community disaster readiness and graduation in Nepal.
