Oxfam focuses its activities on providing a comprehensive response to poverty, working cohesively in the four areas that constitute its identity: development cooperation, humanitarian action, faire trade, social mobilization, campaigns and education for global citizenship. 

Oxfam are conducting a Request for Proposal (RFP) process and invites you to submit a proposal to provide Oxfam, within their requirements, for:

TITLE: Consultancy Services on Building Community Resilience to Climate risks and Vulnerabilities (BCRC) PROJECT AUDIT

Oxfam Program:  Climate and Water Theme

Objective of the assignment:  

The objectives of this audit are to enable the Auditor to express an opinion on whether:

  1. The Financial Report of the project funded by the of Oxfam Hong Kong are presented fairly, in all material respects, of the actual expenditure incurred and the grant received for the Project for the period from 15th March 2025 to 31st March 2026.
  2. The International Standard on Auditing
  3. The requirements outlined in the Oxfam Project Agreement (“OPA”) between OHK and the Executing Affiliate have been complied.
  4. The report is in accordance with donors' requirements for financial reporting as stipulated in the agreement, including appendices, between Oxfam in Nepal and Oxfam Hong Kong.
  5. The internal control systems, i.e., the control environment and the control procedures, are adequate to ensure that:
  6. Examine the evidence and supporting documents to assess the compliance as required by Oxfam policies and local laws in line with the donor compliance.
  7. Assess the accounting principles used and evaluate the overall financial statements.
  8. Assess the risk of program implementation through partners.
  9. Assets are safeguarded.
  10. Fraud is prevented and detected.
  11. Segregation of duties is adopted and strictly followed.
  12. Accounting records are complete, reliable, and understandable.

For item i: the Auditor is expected to produce an independent audit report and prepare a Management Letter to highlight possible weaknesses.
